Description

The U.S. General Services Administration (GSA), on behalf of the Army Corps of Engineers (USACE), is conducting market research to identify capable contractors for providing comprehensive environmental services. This initiative is in support of the Air Force Civil Engineer Center (AFCEC) and aims to address environmental compliance needs across several military installations. These include Joint Base McGuire-Dix-Lakehurst in New Jersey, Hanscom Air Force Base in Massachusetts, New Boston Space Force Station in New Hampshire, and Rome Research Labs in New York. The overarching goal is to ensure these sites meet federal, state, and Air Force environmental regulations through effective management and operational practices.

The contract will be a Firm Fixed Price performance-based contract requiring the contractor to execute a full range of methods and technologies necessary for environmental operations. The scope of work includes hazardous waste management, hazardous material management, environmental sampling and analysis, air quality monitoring, wastewater and stormwater management, cultural resources management, solid waste management, petroleum product handling, permit fees administration, and other related tasks. Each area involves specific tasks such as managing hazardous waste accumulation points, updating various environmental plans like the Integrated Solid Waste Management Plan (ISWMP) or Storm Water Pollution Prevention Plan (SWPPP), conducting air emissions inventory data management, renewing necessary permits under regulatory frameworks like RCRA Part B or NPDES.

In addition to these services, the contractor will be responsible for ensuring quality control and assurance throughout the period of performance while adhering to health and safety standards. The contract also specifies requirements for telework arrangements where applicable and outlines security requirements that must be met by all personnel involved in executing the contract tasks. Government-furnished equipment may be provided as needed to facilitate certain operations; however, contractors are expected to furnish their own vehicles and additional equipment necessary for fulfilling contract obligations.

Overall, this solicitation seeks qualified firms with relevant experience capable of delivering comprehensive environmental services across multiple sites while maintaining compliance with all applicable regulations. Interested parties are encouraged to review the draft requirements document carefully to understand all aspects of this opportunity before responding with their capabilities statement through the designated feedback channel.
