USACE - EAA Quality Assurance Services (II) - MRAS

The U.S. General Services Administration (GSA) is conducting market research on behalf of the Army Corps of Engineers (USACE) to identify potential contractors capable of providing essential quality assurance services. The overarching goal of this initiative is to ensure that USACE's civil works, interagency and international services, and military construction projects are executed with the highest standards of quality and compliance. This effort comes in response to the increasing complexity and volume of projects managed by USACE, which necessitates specialized skills not always readily available within their existing workforce.

The requested work involves a comprehensive range of quality assurance services that are critical for monitoring and ensuring compliance in construction activities. Contractors will be expected to provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services as outlined in the Performance Work Statement (PWS). The scope includes reviewing scopes of work, reporting findings to the Field Contracting Officer's Representative (COR), conducting materials testing, and assessing construction compliance with plans and specifications. These tasks are crucial for maintaining project integrity across various civil works and military construction initiatives.

One key aspect of this contract is its non-personal nature; contractors will operate independently without government supervision over their personnel. This arrangement underscores the need for contractors who can swiftly respond to urgent project needs with highly qualified personnel capable of complementing existing field forces or addressing temporary technical requirements. The period of performance for this contract spans one base year with four additional option years available. Each assignment under this contract will be clearly defined by location, required number of inspectors, shifts to be worked, and specific types of work involved.
