USACE - EAA Quality Assurance Service - MRAS

The U.S. Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing quality assurance services for various projects. The overarching goal is to ensure that construction and civil works projects meet the required standards and specifications. This initiative seeks to address the challenges faced by USACE in rapidly procuring skilled personnel for complex projects, which often require specialized expertise not readily available within the District.

The scope of work involves a non-personal services contract where the contractor will be responsible for supplying all necessary personnel, equipment, and resources to perform quality assurance tasks. These tasks include monitoring construction progress, documenting compliance with project plans and specifications, materials testing, and reporting findings to the Field Contracting Officer's Representative (COR). The contractor must provide experienced personnel who can quickly adapt to urgent technical needs on various civil works and military construction projects.

Quality assurance services are particularly critical due to the complexity and scale of USACE's projects. The contractor will furnish personnel capable of reviewing scopes of work, assessing construction compliance, and ensuring alignment with ancillary documents. This effort aims to reinforce USACE's field force by complementing it with qualified professionals who can effectively address temporary technical needs or satisfy specific project requirements.

The contract includes a base year period of performance spanning 12 months, with four additional 12-month option years available. Each assignment will be coordinated between the Inspection Contractor's team and the Contracting Officer's Representative to establish mutual understanding regarding work location, inspector requirements, shifts, and specific tasks involved. This structured approach ensures that all parties are aligned on expectations and deliverables for each project assignment.
