The U.S. Army Corps of Engineers (USACE), Mobile District, in collaboration with the General Services Administration (GSA), is seeking to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract for comprehensive cultural resources services. This initiative is designed to support both civil works and military projects within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS). The overarching goal of this contract is to ensure that USACE can effectively manage and preserve cultural resources across its diverse project sites, adhering to relevant federal regulations and guidelines.

The scope of work under this contract encompasses a wide range of cultural resource services. These include terrestrial and marine archaeological investigations, historic architectural services, architectural history assessments, museum support, and curation services. Additionally, the contract will cover compliance with key legislative acts such as the Native American Graves Protection and Repatriation Act (NAGPRA) and the Archaeological Resources Protection Act (ARPA). The contractor will also be responsible for preparing National Historic Preservation Act's Section 110 Historic Preservation Management Plans (HPMPs) and Integrated Cultural Resources Management Plans (ICRMPs), as well as providing Geographic Information System (GIS) and Global Positioning Systems (GPS) services for cultural resource investigations.

Performance requirements for this contract dictate that the selected contractor must supply skilled professionals including archaeologists, historians, architectural historians, historic architects, along with necessary equipment and supplies. Key tasks include conducting cultural resource assessments to determine eligibility for listing on the National Register of Historic Places using National Park Service criteria. This involves evaluating significance and integrity of sites or structures during all phases of surveys to facilitate USACE's effect determinations and mitigation planning. Furthermore, contractors are expected to perform thorough cultural resource reconnaissance by reviewing existing records, maps, literature pertinent to specific areas or sites.
