USACE - Commercial Utility Program (CUP) - MRAS

The General Services Administration (GSA), on behalf of the U.S. Army Corps of Engineers (USACE), is conducting market research to identify potential contractors capable of providing comprehensive technical support services for the Army Utilities Program (AUP) and the Army Energy Program. The overarching goal of this contract is to enhance and modernize utility systems owned by the Army, ensuring they meet current and future energy needs efficiently and effectively. This initiative aligns with broader efforts to optimize energy use across military installations, contributing to sustainability and operational readiness.

The work requested involves a range of specialized services aimed at supporting both policy development and program management within these programs. Contractors will be expected to provide technical assistance in developing and implementing guidelines, manage program activities, facilitate evaluations of utility systems, and conduct technical analyses to assess alternatives for upgrading existing infrastructure. A significant component of this work includes supporting the Utility Privatization (UP) program, which seeks to leverage private sector expertise in managing utility systems.

Additionally, the contract encompasses support for specific energy initiatives such as the Energy Savings Performance Contract (ESPC) and Utility Energy Service Contract (UESC). Contractors will assist in evaluating these projects' effectiveness, analyze potential upgrades for Army energy infrastructure, and support the evaluation of Installation Energy and Water Plans (IEWPs). This multifaceted approach ensures that all aspects of utility management are addressed comprehensively under this contract.

This contract is structured with a one-year base period followed by four optional one-year periods, allowing flexibility based on evolving government needs. Security requirements are stringent; all contractor employees must comply with Homeland Security Presidential Directive-12 standards. Moreover, those working on-site at secure facilities must have appropriate security clearances as mandated by federal regulations.
