USACE - CENWO, Construction Services for a Headhouse and Greenhouse (HH/GH) for US Department of Agriculture, Agricultural Research Service, National Center for Resilient and Regenerative Precision Agriculture (NCRRPA)   5

Background
The US Army Corps of Engineers (USACE) - Omaha District is seeking construction services for a Headhouse and Greenhouse facility at the Nebraska Innovation Campus (NIC), University of Nebraska – Lincoln, Lincoln NE. The project is for the US Department of Agriculture (USDA), Agricultural Research Service (ARS), National Center for Resilient and Regenerative Precision Agriculture (NCRRPA). The contract is intended to be a Design-Bid-Build contract solicited under Part 36.3, with a solicitation closing on or about 29 February 2024. The solicitation is unrestricted and open to both large and small business participation, with the contract type being a Firm-Fixed Price (FFP) based on Best Value Trade Off Procedures.

Work Details
The project entails providing a 15,000 GSF greenhouse and 10,140 GSF headhouse, which will be physically connected to the existing Greenhouse Innovation Center on the Nebraska Innovation Campus and designed for a future physical connection to a future USDA-ARS Lab/Office Building. The headhouse will be constructed from interior masonry walls for durability and an exterior skin to complement the existing NIC Greenhouse Innovation Complex and the future Lab/Office design.
Power supply for the greenhouse will be within the headhouse and distributed to environmental contact panels located at each zone in the corridor. Water supply will also be in the headhouse and distributed to each zone via corridor. The desire is for the Headhouse to be physically connected to the Greenhouse Innovation Center to prevent winter shock to plants moved between the two structures and facilitate collaboration. Additionally, it will be physically connected to the future Lab/Office building to facilitate deliveries and movement of research material and USDA-ARS personnel back and forth between spaces.

Period of Performance
The contractor will be required to commence work upon receipt of contract award and complete the work within 540 calendar days after receipt of Notice to Proceed, subject to change after solicitation issuance.

Construction work will take place at Nebraska Innovation Campus (NIC), University of Nebraska – Lincoln, Lincoln NE.
