USACE - Ancillary Support Services DLA Strategic Materials - MRAS

The United States Army Corps of Engineers (USACE), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing ancillary support services at the Defense Logistics Agency (DLA) Strategic Materials Depot in Hammond, Indiana. This initiative is part of a broader effort by the USACE Louisville District to ensure efficient and effective management of logistics and materials handling operations at this key facility. The overall goal is to streamline operations, enhance productivity, and maintain high standards of safety and quality in handling operations.

The contract requires comprehensive planning and execution of various support services related to the handling and movement of stored commodities. The scope of work includes manual handling as well as operating equipment for moving containerized, banded, and loose commodities. These commodities are stored in a variety of containers such as drums, bags, boxes, flasks, kegs, or bundled into lifts or piles. Services will be executed both indoors within warehouses and outdoor storage areas. The contractor is expected to plan meticulously by preparing essential documents such as a Quality Control Plan (QCP), Project Management Plan (PMP), Work Plan (WP), and an Accident Prevention Plan (APP) to ensure adherence to safety standards set forth by USACE.

Task 1 focuses on developing preliminary planning documents that outline tasks to be performed at the depot along with schedules and budgets for each activity under the task order. Contractors are required to propose payment milestones tied to specific deliverables like commodity movement verification through weigh tickets or other means acceptable to the Contracting Officer's Representative (COR). Quality control is paramount; hence contractors must implement robust procedures within their QCPs to identify defects in service delivery proactively while documenting all inspections and corrective actions taken.

Task 2 emphasizes the execution phase where contractors will provide ancillary support services aimed at ensuring smooth logistical operations at DLA's Hammond depot. This involves not only physical movement but also strategic scheduling, coordination among different stakeholders involved in logistics activities at this facility.
