Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing this sources sought synopsis as a means of conducting market research to seek eligible contractors to provide technical assistance, removal, re-installation and operational testing support for the #1 and #2 CO2 Scrubbers onboard a Virginia-Class Submarine.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,300 employees. The Product Service Code is J020 Maintenance and Repair of Ship and Marine Equipment.

This request for capability information does not constitute as a request for proposals. The results of this market research will contribute to determining the method of procurement. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. To be evaluated for technical merit and capablity, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.

Submission Instructions: Interested parties who consider themselves qualified to perform requirements in accordance to the attached draft Performance Work Statement are invited to submit a response to this Sources Sought Notice by 7 February 2025, 0900 HST. All responses to this notice shall be emailed to amber.m.burgess7.civ@us.navy.mil.

Background
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is conducting market research to identify eligible contractors capable of providing technical assistance, removal, re-installation, and operational testing support for the #1 and #2 CO2 scrubbers onboard a Virginia-Class Submarine.

This initiative aligns with the Navy's mission to maintain and enhance the operational readiness of its fleet.

Work Details
The contractor will be responsible for the following tasks:
1. Provide technical assistance for CO2 scrubbers maintenance.
2. Remove existing components and install refurbished components associated with the CO2 scrubbers, including boiler assemblies with float valves, heater boxes, a 3hp motor, and MEA pump on #2 unit.
3. Remove existing components and install new components such as MEA heat exchangers, level control systems, absorber packing, machinery mounts, and flex hoses.
4. Perform continuity and insulation resistance checks for the equipment using specified guidance.
5. Conduct an operational test of the CO2 scrubbers ensuring no system fluid leaks occur; any leaks must be corrected by the contractor.
6. Submit a report certifying satisfactory completion of work within 5 days after completion.

Place of Performance
The work will take place at the Auxiliary Machine Room (AMR) onboard a Virginia-Class Submarine.
