Description

N6449826R0527 - US Navy Submarine EDG Global Repair Services
Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles.

This Basic Ordering Agreement (BOA) is established to provide non-personal services related to the Submarine Diesel Readiness & Sustainment Program. The Fairbanks Morse Opposed Piston (FMOP) engines used in submarine Emergency Diesel Generator (EDG) applications are critical for supporting submarine operations during emergencies. Recent higher-than-expected failure rates of these engines have negatively impacted fleet operational readiness. The ISEA oversees technical support, repairs, and maintenance for these engines to ensure mission readiness.

Work Details
The contractor will provide Firm Fixed Price (FFP) services and related materials in accordance with the Statement of Work entitled 'US Navy Submarine EDG Global Repair Services'. This includes:
1. Timely repair, maintenance, and overhaul of FMOP engines;
2. Technical support and program management for diesel engines across vessel classes;
3. Compliance with all applicable regulations and directives issued by the U.S. Navy and NSWCPD;
4. Submission of pricing upon Request for Quotation or Letter Solicitation;
5. Management of file room services as per NAVSEA requirements;
6. Provision of necessary technical data as specified in the contract data requirements list.

Period of Performance
The period of performance for this BOA is from the date of award through three years thereafter, with specific task orders potentially extending up to four years.

Place of Performance
Services will be performed at locations specified in individual task orders issued under this BOA.

Bidder Requirements
Bidders must demonstrate capability to provide non-personal services without creating an employer-employee relationship with U.S. Government personnel. Contractors must ensure their personnel do not engage in inherently governmental functions. Additionally, contractors must comply with all security regulations applicable to government installations.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on multiple prior BOA/contract awards under the same Navy EDG global repair scope awarded to Fairbanks Morse (e.g., N6449821G4000, $65,697,516, 02/11/21–02/10/26). The prior work descriptions cover shipboard and in-shop maintenance and repair of submarine Emergency Diesel Generator (EDG) diesel engines and support systems, including overhaul/reassembly, alignment assistance, oil system flushes/upgrades, emergent technical support/failure analysis, and related component repairs—activities that align closely with the stated EDG Global Repair Services requirements in the current solicitation.
