US Navy Submarine EDG Global Repair Services

Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles.

This Basic Ordering Agreement (BOA) is established to provide non-personal services related to the Submarine Diesel Readiness & Sustainment Program. Work Details
The contractor will provide Firm Fixed Price (FFP) services and related materials in accordance with the Statement of Work entitled 'US Navy Submarine EDG Global Repair Services'. This includes:
1. Timely repair, maintenance, and overhaul of FMOP engines;
2. Technical support and program management for diesel engines across vessel classes;
3. Compliance with all applicable regulations and directives issued by the U.S. Navy and NSWCPD;
4. Submission of pricing upon Request for Quotation or Letter Solicitation;
5. Management of file room services as per NAVSEA requirements;
6. Provision of necessary technical data as specified in the contract data requirements list.

Period of Performance
The period of performance for this BOA is from the date of award through three years thereafter, with specific task orders potentially extending up to four years.

Place of Performance
Services will be performed at locations specified in individual task orders issued under this BOA.

Bidder Requirements
Bidders must demonstrate capability to provide non-personal services without creating an employer-employee relationship with U.S. Government personnel. Contractors must ensure their personnel do not engage in inherently governmental functions. Additionally, contractors must comply with all security regulations applicable to government installations.
