Description

This pre-solicitation notice is for the USS Michigan (SSGN 727) emergency diesel generator lube oil system flush, see the attached Statement of Work for a full description of the requirement. This requirement is going to be solicited under Basic Ordering Agreement N64498-21-G-4000 with Fairbanks Morse, LLC.

Background
The Naval Surface Warfare Center - Philadelphia Division (NSWCPD) is responsible for research, development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. The requirement is for NSWCPD Code 422 Diesel Engine Branch, responsible for diesel engines within the U.S. Navy Fleet, including the SSBN/GN 726 and SSN 688 ship classes. The USS Michigan (SSGN 727) Emergency Diesel Generator (EDG) experienced a lower main bearing failure that distributed metal shavings throughout the engine and lube oil system. A comprehensive monitored lube oil system flush is required to remove bearing failure debris from the engine lube oil system.

Work Details
The scope of work includes performing a hot lube oil flush Navy Maintenance Standard to thoroughly clean the lube oil system, providing technical oversight for flush set-up, conduct, and restoration from flush.

The Contractor shall develop, submit and maintain a project plan that establishes critical and measurable task milestones. They must also develop, submit and maintain a Process Control Procedure (PCP) that meets or exceeds the requirements with respect to material, specifications, procedures, figures, tests, inspections, and checkpoints for the tasks necessary to accomplish hot lube oil flush of SSGN 727 EDG.

Additionally, they are required to tag components upon removal and maintain a corresponding log of components removed from the engine.

Place of Performance
The place of performance for this Task Order shall be at Naval Base Guam.
