Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing this sources sought synopsis as a means of conducting market research to seek eligible contractors to provide technical assistance, removal, re-installation and operational testing support for the #1 and # 2 CO2 Scrubbers and #1 and #2 CO H2 Burners onboard a Los Angeles-Class Submarine.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,300 employees. The Product Service Code is J020 Maintenance and Repair of Ship and Marine Equipment.

This request for capability information does not constitute as a request for proposals. The results of this market research will contribute to determining the method of procurement. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. To be evaluated for technical merit and capability, statement must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.

Submission Instructions: Interested parties who consider themselves qualified to perform requirements in accordance to the attached draft Performance Work Statement are invited to submit a response to this Sources Sought Notice by 14 July 2026, 0900 HST. All responses to this notice shall be emailed to the Primary and Secondary Point of Contact.

Background
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking eligible contractors to provide technical assistance for the maintenance of CO2 scrubbers and CO & H2 burners on Los Angeles-Class Submarines. This initiative aligns with the Navy's mission to maintain operational readiness and ensure the safety and efficiency of its submarines.

Work Details
Contractors will be responsible for:

1. Technical assistance for the removal, re-installation, and operational testing of #1 and #2 CO2 Scrubbers and #1 and #2 CO H2 Burners onboard a Los Angeles-Class Submarine.

2. Compliance with environmental regulations, including submission of Environmental Compliance Reports for Material Usage.

3. Control of toxic and hazardous substances during maintenance operations.

4. Implementation of a Quality Management System to ensure high standards are met throughout the project.

5. Accomplishing various standard items related to shipboard operations, including confined space entry, fire protection measures, and maintaining cleanliness from non-radioactive operations.
