Description

The USDA Forest Service has a requirement to purchase three (3) Lidar sensor/mapping systems and accessories to be mounted on (UAS) unmanned aircraft system.

Background
Established in 1905, the USDA Forest Service (FS) is a federal agency that manages public lands in national forests and grasslands under a founding principle, 'To provide the greatest amount of good for the greatest amount of people in the long run'. The agency’s mission is to 'sustain the health, diversity, and productivity of the Nation’s forests and grasslands to meet the needs of present and future generations'. The FS has the responsibility for stewardship of more than 193 million acres of the nation’s forests and grasslands; for developing and communicating scientific knowledge through research and development that leads to informed natural resource decision-making; for delivering technical assistance through state and private forestry programs; and for sharing knowledge and experience with others in the global community through international forestry. The Forest Service has been utilizing remote sensing since the 1920’s, when the first aerial reconnaissance efforts began. Currently, the agency utilizes satellite, airborne and terrestrial-based remote sensing capabilities to monitor, analyze, and record changes on the landscape. These activities promote continued informed economic expansion, well-managed natural resources, environmental awareness, national security, and the advancement of scientific knowledge.

Work Details
The USDA Forest Service has a requirement to purchase three (3) unmanned aircraft system (UAS)-based lidar sensor/mapping systems and accessories. The key deliverables include: Integrated lidar scanner, Integrated IMU, Integrated Camera capable of at least 20MP, On board memory with 256GB, Power source separate from UAS platform to allow for at least 45 minutes of operation, Carrying case.
Lidar System Technical Specifications:
Dimensions: Overall: 18.9 x 13.1 x 13.8 cm; Overall maximum height of 22cm with ability to fit onto Vision Aerial Switchblade Elite and FreeFly AltaX platform; Maximum payload weight (including power source): 1.8 kg / 4.0 lbs; External storage: 256GB USB drive included; Operating temperature: -20°c – +40°c; Laser properties: 905 nm class 1 (eye safe); Range max: 120 m; RMS ranging error: 10 mm (average within 0.5 ~ 70 m @ 50% reflectivity); Scan rate: 640k points/s, up to 1.28m points/s with a dual return mode; Field of view: +15° -16° vertical / 360° horizontal; Multiple echoes: 2; Number of lasers: 32; Beam divergence: H x V 2.29 mrad / 1.52 mrad; Laser beam footprint (H x V): o 9 cm x 6 cm @ 40 m o 14 cm x 9 cm @ 60 m o 18 cm x 12 cm @80 m
