Description

Enclosed is a Request for Quotations (RFQ) for Bank Load Purchase and Installation. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference and site visit on August 28 (9:30am, local time) at the US Embassy located at Av. Avigiras, Av. Eloy Alfaro E12-170. Prospective offerors/quoters should contact quitoprocurement@state.gov by August 26 (12:00pm, local time) and provide name, ID number and nationality of attendees.

The questions are due by September 2 (4:00pm, local time). No questions will be answered after this time.

Quotations are due by September 9 (12:00 am, local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to quitocontracts@state.gov . It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files with less than 25MB each. Technical and economic proposals must be submitted in separate emails. Failure to send two separate emails may the offeror's proposal to be considered non-responsible and no further consideration will be given.

In order for a quotation to be considered, you must also complete and submit the following:

1. SF-1449

2. Section I, Pricing

3. Section 5 Representations and Certifications

4. Additional information as required in Section 3

6. Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

Background
The U.S. Embassy in Quito, Ecuador, is seeking specialized services for the purchase and installation of a Load Bank. This contract aims to ensure that the embassy's power supply systems are reliable and efficient, aligning with the embassy's mission to provide secure and effective operations. The contractor will be responsible for providing all necessary equipment, materials, labor, and engineering services required for the project.

Work Details
The contractor will perform the following tasks:
1. Provide a Load Bank that meets OBO specification 263237 – Resistive Load Banks: UL/cUL Listed, freestanding forced air cooled load bank, 1100KW; 480V, 3-Phase, 60Hz; with a 25KW load step resolution and manual control.
2. Dismount the existing Load Bank and relocate it to the Compound Warehouse.
3. Install the new Load Bank according to approved documents.
4. Provide commissioning services including pre-startup mechanical and electrical testing, equipment testing, commissioning final tests, operation and maintenance manuals, training, and as-built drawings.
5. Ensure compliance with all applicable codes and standards including International Building Codes and OBO specifications.

The work will be performed at the U.S. Embassy compound located at Av. Avigiras, Av. Eloy Alfaro E12-170, Quito, Ecuador.
