Background
The US Embassy in Brazzaville is seeking a contractor to perform a comprehensive Test and Balance (TAB) for the cooling system, specifically targeting the air handling units (AHUs) serving the chancery building.

The cooling system has been operational for 16 years and has exhibited signs of inefficiency, as noted in the Annual Facility Condition Survey (AFCS 2024). The last TAB was conducted in 2008, and recent assessments indicate that despite adequate readings on operational parameters, the cooling units have struggled to maintain proper functionality.

Work Details
The contractor will be responsible for several key tasks during the TAB process:
1. Airflow Measurement: Utilize specialized instruments such as anemometers and flow hoods to measure airflow rates through ducts, diffusers, and grilles.
2. Damper Adjustment: Adjust dampers within the HVAC system to ensure balanced airflow distribution across all zones.
3. System Analysis: Conduct a thorough analysis of the cooling system to identify inefficiencies or imbalances based on collected data.
4. Hydronic System Evaluation: Analyze water flow rates, temperatures, and pressures in the chilled water circuit to ensure efficient heat exchange.

The contractor must also provide detailed reporting that includes findings, adjustments made, and recommendations for further action if necessary.

Period of Performance
