US Army Individual Terrorism Awareness Course (INTAC)   2

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07, dated August 11, 2021.

This solicitation is issued as an UNRESTRICTED request for proposal. All interested vendors are encouraged to submit a proposal. The assigned NAICS code is 611519, Other Technical and Trade Schools. The size standard for this NAICS code is $16,500,000. The Product Service Code is U099 Other Education and Training Services.

Description:

The U.S. Army Corps of Engineers (USACE) requires all labor, equipment, materials, supervision, contiguous training facilities and other items and services necessary except for items identified as Government furnished property to conduct US Army Individual Terrorism Awareness Course (INTAC) training, within 125 driving miles of the Pentagon.

An Indefinite Delivery Indefinite Quantity Contract (IDIQ) will be solicited for this requirement and awarded firm-fixed price (FFP), commercial, Single Award Task Order Contract (SATOC) with a five-year ordering period. The ceiling price is estimated at $8.9 Million. See attached Performance Work Statement (document titled PWS ) for additional details.

Contract Line Items: This requirement and associated contract line-item numbers (CLINs) are provided in the attached Excel Spreadsheet entitled Pricing Schedule . Offerors shall submit all pricing using the attached Excel spreadsheet.

Basis for award: The Government will award a contract resulting from this combined synopsis solicitation to the responsible Offeror whose offer, conforming to the solicitation, is determined to represent the Best Value (tradeoff) to the Government, price and other factors considered.

Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are highly encouraged to download and review all attachments to this solicitation prior to submitting an offer.

Place of Performance: Contractor's facility. Performance shall take place within 125 driving miles of the Pentagon.

The questions are due on or before 5:00 pm EST on 15 December 2021.

The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 5:00 pm EST on 5 January 2022. Offers shall be e-mailed to the Points of Contact (POCs) shown below by the closing date and time. It is the offeror's responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Upon receipt of an electronic offer, the Government will acknowledge receipt of that offer via email to the offeror.
