Urgent Sole Source - Right to Use Subscription/License

Background
The U.S. Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Information Technology Acquisitions Unit (ITAU), has prepared this justification for other than full and open competition for license subscription for Archon Manager, Director, Connector, and Client Maintenance contract for Archon right to use licensing and subscriptions on behalf of the Mobility Program Office (MPO), Information Technology Infrastructure Division (ITID). The FBI’s Information Technology Infrastructure Division’s (ITID’s) Mobility Program Office (MPO) requires the following licenses and subscriptions for ERAS 3.0 functionality. ERAS 3.0 provides a secure form of mobile communication to the FBI’s enclave (FBINet) for users outside of FBI workspaces, remote offices. The ERAS 3.0 Solution’s EUD, the Archon ZV laptop, has separate secure containers for each authentication step in the creation of CSfC dual encrypted tunnels.

Work Details
The FBI’s Information Technology Infrastructure Division’s (ITID’s) Mobility Program Office (MPO) requires the following Archon subscriptions and licenses to support the FBI’s ERAS program at an estimated total cost of . The products include: - Archon Manager: Enterprise Edition Subscription license - Archon Director: Subscription license - Archon Connector: Subscription license - Archon Client Maintenance: Includes sidearm IRD OS, Subscription/Right to use, Sidearm IRD hardware warranty, Archon telephonic support Quantity: 35, 6, 6, 3,416. The Archon products currently deployed in the ERAS ecosystem supports the provisioning of ERAS End-user Devices (EUDs), the administration of over-the-air image updates to the EUDs, the monitoring and auditing of the entire ecosystem and the support for the retransmission devices required by NSA as the first network entry point into all ERAS EUDs.

Period of Performance
The period of performance will be for six (6) month base period.
