This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued separately.
This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 dated January 17, 2025.

The solicitation number is FY25r1061063, and this solicitation is issued as a request for quote (RFQ).
This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 541930 Translation and Interpretation Services,

with a Product Service Code R608 with a corresponding small business standard of $22.5 Million. Only offers from small businesses will be considered for this solicitation.

All vendors must have an active registration in Sam.gov at the time of submission in order to be considered. any vendor that does not have an active Ssam.gov registration will be rejected as non-responsive.

Offer due date/local time: 3:00 PM MST on August 25, 2025. Please reference the solicitation number FY2r1061063 in the subject line with project title.

Description: The International Boundary and Water Commission El Paso HQ office is seeking an Urgent price quote for Machine Translation as per SOW attached.

Project Location

The project is located at the IBWC El Paso HQ, 4191 N. Mesa, El Paso, TX 79902.

Period of Performance:

Base Year 8/27/25 8/26/26

Option Year One 8/27/26 8/26/27

Option Year Two 8/27/27 8/26/28

Option Year Three 8/27/28 8/26/29

Option Year Four 8/27/29 8/26/30

The government will award the lowest prize, technically acceptable, responsible offeror.

Technical Approach - Quote must demonstrate the technical approach by providing a narrative addressing all the items in the scope. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule.

Past Performance Quotes shall demonstrate successful past performance of at least 3 three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project.

Offerors shall meet or exceed and specifications and scope of work of items being quoted.

Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acuisition.gov.

INVOICE PROCESSING PLATFORM

The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury's Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

Information concerning accessing the IPP system will be provided at time of award.

Background
The International Boundary and Water Commission (IBWC) is seeking a bidirectional Spanish-English machine translation engine to enhance their translation capabilities for mission correspondence related to U.S.-Mexico treaties.

The IBWC's mission involves addressing issues of boundary demarcation, water ownership, sanitation, water quality, and flood control in the border region. The current translation process relies on memoQ translation memory software, but the agency aims to improve turnaround times for large-volume projects and produce 'gist' translations efficiently.

Work Details
The contractor will provide a customized machine translation (MT) engine with the following requirements:
- Development of a bidirectional Spanish-English engine using existing memoQ TM databases and bilingual/monolingual texts provided by the IBWC and proposed by the vendor.
- Cleaning of existing data prior to compiling the engines.
- Customization tools for ongoing improvements based on usage.
- Ability to establish sub-domain engines.
- Testing and verification of the memoQ API plug-in.
- The solution must be web-based and hosted by the vendor, accessible by 6 staff members plus one contractor (7 licenses total).
- The MT solution must be a plugin currently supported by memoQ.
- Security compliance is required; the application must be hosted in a FedRAMP Authorized environment at Moderate or High impact level for protecting Controlled Unclassified Information (CUI). Documentation such as FedRAMP authorization package must be available upon request.
- Additional desired capabilities include recommendations for configuration options for MT-based 'gist' translation service and training on configuration and use of the MT solution. Proposals should outline any upfront capital investment costs as well as future maintenance and support or per-word processing costs, covering 12 months of service.

Base Year from August 27, 2025, to August 26, 2026; with four option years extending through August 26, 2030.
