Base RFP:

The United States Agency for International Development (USAID) is seeking proposals as described in the attached Request for Proposals (RFP). USAID anticipates the award of one contract as a result of this solicitation.

Please refer to Section L for information regarding proposal requirements. Offerors should take into account the expected delivery time required by the proposal transmission method they choose, and they are responsible for ensuring proposals are received at USAID by the due date and time as specified in the solicitation. Failure to comply with the submission date will deem any submission unacceptable and it will not be reviewed or evaluated.

Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for the submission of questions, and the proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated.

This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals.
This RFP can be viewed and downloaded from www.sam.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation. USAID advises to regularly check the above website for
amendments.

RFP Amendment 1:

This RFP Amendment 1 intends to provide responses to questions (Appendix 1) received and revises specific sections (highlighted in light blue) of the RFP and Attachments impacted by these responses.

RFP Amendment 2:

This RFP Amendment 2 intends to: (a) update the budget template (Attachment J.9) to correct formulas under the COnsultant cost worksheet (tab 1-7) and Activity Breakdown worksheet (tab 1-8a) as well as revise the indirect cost worksheet (tab 1-9); (b) update the guide fo budget template (Attachment J.8); (c) extend closing date of offers to June 14, 2022; and (d) revise the SF 33.

RFP Amendment 3:

This RFP Amendment 3 intends to update the budget template (Attachment J.9) to correct formulas under the Summary worksheet (tab 2) and revise the SF 33. All other terms of the subject solicitation remains the same.

RFP Amendment 4:

This RFP Amendment 4 intends to: (a) update the budget template (Attachment J.9) to correct formulas and add fields under several worksheet tabs (tab 1-3 Fringe, tab 1-8 Other Direct Costs, and tab 1-9 Fixed Fee); (b) update the guidance to the budget template (Attachment J.8); and (c) revise the SF 33. Thank you potential offerors for the patience with and feedback on this budget template approach.

RFP Amendment 5:

This RFP Amendment 5 intends to: (a) extend the closing date of offers from June 14, 2022 to June 27, 2022 as accommodation to request for extension from potential offerors; and (b) revise SF 33.
