UPS Preventive Maintenance Services

Background
The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is conducting market research to identify potential qualified vendors capable of providing Uninterrupted Power Supply Preventive Maintenance Services.

Work Details
The Contractor shall provide all supervision, personnel, material, parts, equipment, supplies, labor, and transportation necessary for preventive maintenance and emergency repair services on Uninterrupted Power Supply (UPS) systems.

The UPSs are critical for providing backup power to patient care systems. Preventive maintenance will occur twice per year, approximately six months apart. The contract includes known corrective maintenance as per line item estimates.

Services include:
- 2x yearly preventive maintenance with software updates;
- repair services;
- 24/7 emergency call back service with a two-hour response time;
- inclusion of all parts except consumables such as batteries and capacitors;
- individual fan failure repairs;
- straight software/firmware updates covered under the contract;
- handling of hardware upgrade requirements separately on a case-by-case basis.

Emergency repair services and battery replacements can be purchased as needed, with pre-approval required from the Contracting Officer Representative (COR) and Contracting Officer (CO). Maintenance checks will be performed by qualified personnel during offline operation in bypass mode, including visual inspections of circuit board connections, power connections, subassemblies, capacitors, spare parts inventory, engineering changes, and battery monitoring systems.

Period of Performance
Base year plus four one-year options. Anticipated start date is June 30, 2026.
