Readers shall not construe this pre-solicitation notice as a commitment by the Government for any purpose.

The Government intends to award a single firm-fixed-price purchase order to a small business concern. The applicable NAICS code for this procurement is 238210, with a size standard of $19 million. Prospective contractors must be actively registered in the System for Award Management (SAM) under the NAICS 238210 in order to be eligible to receive an award. In accordance with (IAW) Revolutionary Far Overhaul (RFO) FAR12.201-1, Simplified Procedures, the Mission and Installation Contracting Command at Joint Base Lewis-McChord (MICC-JBLM) intends to solicit quotations directly from suppliers for the removal, transport, and recycling of 96 Uninterruptible Power Supply (UPS) batteries. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 Government Property and Services, if any. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents. Period of performance for this task order will be no more than 2 months with an estimated start July 27, 2026.

The Government will not entertain questions at this time; however, potential offerors may submit comments in response to this pre-solicitation notice. Respondents must submit any comments/recommendations no later than (NLT) 10:00AM (PDT) July 6th, 2026, via email to Mr. Wesley M Reynolds at Wesley.m.reynolds.civ@army.mil.

The Government will not post responses or answers to submitted comments or recommendations.

Background
The Government intends to award a single firm-fixed-price purchase order for the removal, transport, and recycling of 96 Uninterruptible Power Supply (UPS) batteries. This contract is issued by the Mission and Installation Contracting Command at Joint Base Lewis-McChord (MICC-JBLM).

The existing batteries have reached the end of their service life and are considered defective hazardous waste, necessitating proper removal and disposal.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the Performance Work Statement (PWS) and associated contract documents. Specific tasks include:
- Safely disconnecting, removing, and packaging all 96 VRLA batteries.
- Transporting the removed batteries to a designated certified recycling facility.
- Ensuring all batteries are recycled in compliance with applicable environmental laws and regulations.
- Performing all tasks in full compliance with applicable safety, environmental, and transportation regulations.
- Providing all required documentation for verification and final acceptance.

Period of Performance
The period of performance for this task order will be no more than 2 months with an estimated start date of July 27, 2026.
