This solicitation is being amended to include the following:

  1. Updates Block 13b of the SF1449 to add a Defense Priorities and Allocations System (DPAS) rating.
  2. Updates Statement of Work (SOW) Section 6.0, Delivery Date.
    1. Updates Delivery Date for CLIN 0001 to 4 weeks after contract award.
    2. Updates Delivery Date for CLIN 0002 to 14 weeks after contract award.

The solicitation amendment, N6852025Q0024-0001, is attached.

This is a combined synopsis/solicitation for commercial items prepared In Accordance With (IAW) the format in Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested.

The purpose of this requirement is to provide 174 each EnerSys Genesis XE13X 12V, 13AH UPS Batteries and 58 each EnerSys Genesis XE70X 12V, 68AH UPS Batteries at Fleet Readiness Center Mid-Atlantic (FRCMA) in support of USS Gerald R. Ford (CVN-78) Advanced Arresting Gear (AAG) Power System and in accordance with the Statement of Work (SOW), provided in Section C of the attached Request for Quotation (RFQ) N6852025Q0024.

Contract Type: The Government intends to award a single firm fixed price (FFP) award.

Place of Delivery: Delivery FOB Destination. Address for Delivery is provided in RFQ, Delivery Information.

Conformance to SOW: You must provide the supplies in accordance with the RFQ/SOW. Unless an exception is specifically noted within your quote, your quote will be considered to be in complete conformance to the solicited requirements.

Quotes shall include at a minimum:

  • Unit pricing per line item as shown on the attached Request for Quote (RFQ)
  • Vendor Contact Name, Phone Number, and e-mail Address
  • Company Cage Code and Unique Entity ID Number
  • Business Size: Small/Large/Other
  • Place of Manufacture
  • Shipping cost, if not included in the price

BASIS FOR SELECTION: Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Offeror's submissions will be evaluated based upon the following:

  1. Technical: quote must be rated as technically acceptable to be eligible for award. In order to be deemed technically acceptable, the salient characteristics listed in the solicitation must be met.
  2. Price: Award will be made to the lowest price technically acceptable offer based upon salient characteristics from an Offeror with an acceptable Supplier Performance Risk System (SPRS) rating.

Cost of Quotes: Expenses incurred in the preparation of quotes in response to this RFQ are the vendor's sole responsibility and not reimbursable by the Government.

Background
The solicitation is issued by the Fleet Readiness Center Mid-Atlantic (FRCMA) to procure batteries for the USS Gerald R. Ford (CVN-78) Advanced Arresting Gear (AAG) Power System. The goal is to acquire a total of 232 rechargeable 12V box UPS batteries, which are essential for the onboard ship engine and power distribution rooms, with a replacement cycle of every five years.
