Upper Brownsville Levee and Floodplain Failure: (EXTENDED 7/14/2025)

The Contractor shall furnish all labor, material, and equipment necessary to complete This requirement is being solicitedfull and open. This is a Firm Fixed Price Contract. In accordance with FAR Part 36.204 Disclosure of the Magnitude of Construction Projects the estimated magnitude ofthis project is more than $10,000,000. The applicable NAICS Code is 237990 Commercial and Institutional Building Construction and a Small Business Size Standard of$45M. In accordance with FAR Provision 52.236-27 Alt I, Site Visit (Construction FEB 1995) - Alternate 1 (FEB 1995), a site visit shall be held at: USIBWC Mercedes FieldOffice, 325 Golf Course Road, Mercedes Texas on Wednesday May 28, 2025, at 8:00 AM CDT. Names of individuals who plan to attend shall be furnished before 10:00AM MDT on Tuesday May 27, 2025, by email submission to Suzette.Smith@ibwc.gov. & philip.johnson@ibwc.gov. Due to time, distance, and cost associated with the Pre-Bid Conference, prospective bidders who fail to attend on the scheduled date will not be given a further opportunity to do so. The purpose of the conference is to provideprospective bidders, subcontractors and suppliers, an opportunity to observe and evaluate project conditions. Questions in advance of the Pre-Bid Conference Site Visit,may be presented in writing, by emailing Suzette.Smith@ibwc.gov, referencing the solicitation number 191BWC25R0010. Answers to written questions will be prepared anddiscussed during a questions and answer period at the conference. Questions shall be submitted to arrive at the aforementioned address no later than 10:00AM MDT FridayMay 23, 2025. Wage Determinations 2015-5245 Rev 25 dated Dec 23, 2024, and Wage determination TX20250003 applicable to this procurement. Offerors shall submittheir proposals in accordance with the information referenced in Subsection L.02, General Proposal Instructions.

Due to the schedule and security requirements associated with this solicitation, all proposals must be submitted exclusively via the U.S. IBWC's secure FEDRAMP Microsoft SharePoint portal. This replaces prior instructions for submitting hard copy or physical media (DVD/CD) proposals.

Instructions for Access:

    Vendors will be granted access to upload proposals starting * NEW* July ,9 2025.
  4. Proposal Submission Deadline:
    All proposals must be uploaded by Monday, July 14, 2025, at 2:00 PM MST.
    Late uploads will not be accepted, and expired links will not be reactivated.
  5. Submission Restrictions:
    • Only one access request per vendor will be honored.
    • The SharePoint link is non-transferable and must not be forwarded or shared.
    • Access credentials must not be used by unauthorized personnel.
    • Violations may be reported as breaches of FAR Subpart 3.1 and FAR 3.104 (Procurement Integrity Act).
  6. Prohibited Submission Methods:

Background
The Upper Brownsville Levee and Floodplain Failure project is being solicited by the U.S. International Boundary and Water Commission (USIBWC), which is responsible for managing water resources along the U.S.-Mexico border.
