Upper Air Building Restoration & Modernization
100% SDVOSB Set-Aside
Background
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region (SR), Weather Forecast Office (WFO) requires restoration and modernization of its Upper Air Building. The current building has deteriorated conditions including aged power panels, insufficient lighting, water intrusion, rusted and damaged surfaces, and doors and venting systems that no longer operate reliably. These conditions impact both operational efficiency and safety.

Work Details
The contractor is required to furnish all necessary labor, materials/supplies, equipment, services, and supervision to accomplish the tasks outlined in the Performance Work Statement (PWS). Specific tasks include: conducting initial inspections and site preparation; restoring and modernizing the WFO Tampa Bay Upper Air Building; restoring and modernizing the WFO Jacksonville Upper Air Building; restoring and modernizing the WFO Miami Upper Air Building; restoring and modernizing the WFO Atlanta Upper Air Building.

The contractor must also provide construction management, testing, documentation, and ensure compliance with local prevailing wages as mandated by the Davis-Bacon Act.

Period of Performance
120 calendar days from the date of the notice to proceed.

Place of Performance
WFO locations in Atlanta (FFC), Jacksonville (JAX), Tampa (TBW), and Miami (MFL).

Bidder Requirements
