Description

Contractor shall have knowledge of all aspects pertaining to the Solicitation Documents. The SOW and Specifications are written for the upgrades of safety showers and eyewash stations for a USDA lab in Ithaca, NY.

There IS a mandatory site visit to attend. Please see paragraph L.6. Site Visit is on July 9th.

All RFI questions pertaining to this project must be submitted in writing to the POC (david.hildebrand@usda.gov) of this solicitation. Responses to RFI questions will only be posted on sam.gov. To ensure a response, questions must be submitted by 4:00 PM July 17th, 2025. Questions submitted after July 17th until proposals are due may not receive a response. If questions are submitted after July 17th and you were not an attendee of the site visit and therefore would not be technically acceptable for award under Evaluation Factor 1, a response will not be provided.

Background
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Robert W. Holley Center (RWHC) located at 538 Tower Rd., Ithaca, NY 14853, requires upgrades to safety shower and emergency eyewash stations. The goal of this contract is to enhance safety measures within the facility, ensuring compliance with health and safety regulations. The contractor must provide all necessary personnel, equipment, tools, transport, and services for the base bid and options as outlined in the project documents.

Work Details
The contractor shall perform the following tasks:
1. Install exterior waste piping and connect it to existing waste piping; install a central tempered water system and risers; install third floor horizontal tempered water piping; install vertical waste and vent stacks; install horizontal drains, waste, and vent piping on the third floor to emergency showers and drains; install emergency showers with curtains and eyewashes on the third floor.

2. Install second floor horizontal tempered water piping; install horizontal drains, waste, and vent piping on the second floor to emergency showers and drains; install emergency showers with curtains and eyewashes on the second floor (Option Line Item).

3. Install first floor horizontal tempered water piping; install horizontal drains, waste, and vent piping on the first floor to emergency showers and drains; install emergency showers with curtains and eyewashes on the first floor (Option Line Item).

4. Install ground floor horizontal tempered water piping; install emergency showers with curtains and eyewashes (Option Line Item). All work must comply with applicable codes including the International Building Code (IBC).

Period of Performance
The period of performance for this contract is from September 1, 2025, to July 1, 2026. The base bid work is expected to be completed within 120 days from Notice to Proceed, with options extending the timeline by an additional 45 days for each option exercised.

Place of Performance
All construction projects will be performed at the USDA ARS Robert W. Holley Center located at 538 Tower Rd., Ithaca, NY 14853.
