Background
The General Services Administration (GSA), Public Buildings Service, Region 2 requires a general contractor for construction and upgrade of an existing chilled water plant at the Jacob K. Javits Federal Building (26 Federal Plaza) with the intent of improving thermal comfort for its tenant, the New York Field Office (NYFO). This requirement is anticipated to be full and open to both large and small businesses. All responsible firms may submit a proposal. This will be a competitively negotiated acquisition governed by procedures in Source selection procedures will be used to select the proposal that represents the best value by using the trade-off process. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. A firm fixed price contract is contemplated.

Work Details
Scope Summary: Upgrade of the existing tenant water-cooled chilled water plant to include installation of two (2) 600 ton chillers, served by two (2) rooftop mounted cooling towers, with new 14 inch chilled water risers. Electrical infrastructure upgrades to include new distribution switchboard and electrical feeds to new equipment. Upgrade of tenant BMS system. Optional scope to include installation of new tenant emergency power generator, upgrades and new installation of supplemental cooling equipment within tenant space.
