Solicitation N0042125Q1011 is issued as a competitive procurement. The NAWCAD Webster Outlying Field (WOLF) Air Traffic Control and Landing System (ATC&LS) intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order under the authority implemented by Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13.

This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. You must quote enough technical information to evaluate your quote. Your quote will only be evaluated on the information you submit. Your quote must be received before 4:00 pm on 4 February 2025 in order to be considered.

Award will be made to the vendor that submits the lowest, aggregate, firm fixed-price, brand name quote. If two or more quotes are equal the award shall be made by drawing of lot limited to valid quotes. The drawing shall be witnessed by 3 persons, and the contract file shall contain the names and addresses of the witnesses and the person supervising the drawing.

The award will be made on the basis of lowest evaluated price of RFQ meeting or exceeding the acceptability standards. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government.

Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Air Traffic Control and Landing System (ATC&LS) requires MIL-STD-810H Environmental qualification testing on four prototype components.

The AN/URC-157 is an interdependent addition to the existing AN/SPN-46 system. NAWCAD seeks a source capable of performing MIL-STD-810H testing, which includes various environmental conditions such as humidity, temperature, solar exposure, salt fog, dust, sand, icing, rain, and wind loading.

Work Details
The Contractor shall:
1. Write and submit a formal Test Plan describing the MIL-STD-810H test procedures at least 1 month prior to the start of testing.
2. Be prepared to start testing by March 2025 and complete testing within 4 months thereafter.
3. Provide adequate 120VAC 60Hz power for the systems being tested.
4. Offload and install the equipment into the necessary test chambers/locations.
5. Allow NAWCAD WOLF personnel to perform pre-test operational and visual inspections after installation is complete.
6. Install, monitor, and record necessary sensor data to capture environmental conditions throughout each test and the equipment’s response to such conditions to validate each test.
7. Support NAWCAD WOLF with controlling the equipment during functional test operational procedures.
8. Perform each of the tests as outlined in TABLE 1 of the Statement of Work (SOW).
9. After completion of testing, remove and repackage equipment for return shipment and load it when the courier arrives.
10. Prepare and submit a formal Test Report (CDRL A002) after completion of testing.

Period of Performance
The Contractor shall be prepared to start testing by March 2025 and complete testing within four months thereafter.

Place of Performance
The test facility should be within 100 miles of the Naval Air Station (NAS) Patuxent River Base in Maryland.
