Update -- Defense Health Agency (DHA) Sustainment Management System (SMS) Data Analysis and Field Verification

Background
The Defense Health Agency (DHA) is seeking qualified sources capable of performing data analysis and field verification services for the Sustainment Management System (SMS) program. The contract will be associated with medical facility sustainment management and will include program quality assurance (QA) services, data analysis, reporting, and field verification to ensure the DHA SMS database is complete and usable. The work will cover various medical facilities including clinics, medical centers, trauma care facilities, healthcare operations, central utility plants, central energy plants, and other facility types such as dental, veterinary, warehouses, administrative buildings, and laboratories.

Work Details
The contractor shall provide data analysis and field verification services to the DHA SMS Program. Specific tasks include interpreting data from the DHA SMS database, analyzing results using statistical techniques, providing ongoing reports, performing SQL queries and quality assurance on SMS data to ensure compliance with ERG business rules and other data quality elements. The contractor will also develop and implement data collection systems, optimize statistical efficiency and quality, acquire data from primary or secondary sources, identify trends or patterns in complex data sets, clean data by reviewing reports and performance indicators to locate and correct any problems. Additionally, the contractor will prioritize business and information needs, provide reports and analysis as required by DHA leadership, define new process improvement opportunities. The contract also includes field verification services where the contractor will accompany assessment vendors on site visits to validate compliance with SMS and ERG requirements. They will collect field data independent of or with the assessment vendor to validate compliance with the contract, SMS, and ERG. The contractor will compare collected data to uploaded data taken by the assessment vendor into the SMS database and report discrepancies found to the COR and government QA Lead.

Period of Performance
The period of performance for this contract is until 5th September 2023.

Place of Performance
The work will be performed in designated DHA Medical Treatment Facility (MTF) locations in both CONUS (Continental United States) and OCONUS (Outside Continental United States).
