Unrestricted with Small Business Reserve Architect-Engineer Indefinite Delivery Contracts for Environmental Services in Support of Southwestern Division Regional Planning and Environmental Center (RPEC)

Background
The solicitation is for an Unrestricted with Small Business Reserve Architect-Engineer (A-E) Indefinite Delivery Contract (IDC) Multiple Award Task Order Contract (MATOC) for Environmental Services in Support of Southwestern Division (SWD) Regional Planning and Environmental Center (RPEC). The contract is being issued by the U.S. Army Corps of Engineers SWD RPEC and is open to all firms regardless of size. The contract will have a shared capacity of $150M with a five-year base ordering period and one two-year option period for a total ordering period of seven years.

Work Details
The contract will support projects assigned to the U.S. Army Corps of Engineers SWD RPEC, and all projects outside the SWD Area of Responsibility (AOR) will be approved in coordination with the most current guidance.
Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The solicitation aims to establish an unrestricted solicitation with a Small Business Reserve IAW 19.503, Reserves (a) & (b)(1), providing a target of eight IDCs with a target of five small businesses for a small business reserve, which could include one Service-Disabled Veteran-Owned Small Business firm (SDVOSB), one Women-Owned Small Business firm (WOSB), one 8(a) small business firm, and two small business (SB) firms.

Period of Performance
The contract will have a five-year base ordering period and one two-year option period for a total ordering period of seven years.

Place of Performance
The geographic location for this Contract is the SWD Area of Responsibility (AOR), including TX, LA, NM, OK, KS, AR, CONUS, Alaska and Hawaii, as well as Outlying Areas as defined in 2.101, including the Commonwealth of Puerto Rico, and the Northern Mariana Islands, and U.S. Territories of American Samoa, Guam and the U.S. Virgin Islands.
