This announcement for an indefinite delivery contract (IDC) for architect-engineer (A-E) services is in accordance with the 40 U.S.C Chapter 11, Selection of Architects and Engineers (formerly known as the Brooks Architect Engineer Act) and FAR Part 36 procedures. The Government selects firms for negotiations based on demonstrated competence and qualifications for the required work.

The Government intends to award a single, unrestricted IDC A-E contract for civil works services within primarily the USACE Seattle District. This includes civil works projects in Washington, Idaho, and Montana. Work may be required on projects for other agencies served by the Seattle District, potentially supporting civil works projects within the Northwestern Division (NWD).

If the Procuring Contracting Officer (PCO) determines during the selection process that the number of awarded contracts should be adjusted, based upon the selection criteria, the PCO may adjust that number or award none. The IDC A-E contract will consist of a five (5) year ordering period (5-year base period and no option periods). The total capacity is $10,000,000 ($10.0M) cumulative for the life of the contract. The task orders awarded under this IDIQ contract will be Firm-Fixed-Price (FFP) type orders or cost-based, subject to Contracting Officer approval.

The NAICS Code for this procurement is 541330 for Engineering Services. For size determination, reference 13 CFR 121.104(c).

The wages and benefits of service employees (see FAR subpart 22.10) performing work under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Labor Standards, as determined relative to the employee office location (not the location of work).

A firm must have a Unique Entity Identifier (UEI) and be registered in the System for Award Management (SAM) prior to submission of qualifications. Firms must have an active registration to be eligible for contract award and must maintain an active registration throughout contract performance.   1. PROJECT INFORMATION:

This IDC A-E acquisition consists of miscellaneous water resource civil work planning, analysis, design, and engineering support during construction in areas serviced by or through the USACE Seattle District. The complexity and range of services included in the unrestricted contract may vary according to District requirements. Work shall be performed in accordance with Corps of Engineers policies and procedures of the Seattle District, including but not limited to: project management; reconnaissance reports; hydraulic and hydrologic engineering; geomorphology engineering; site investigation and mapping; surveying; plan formulation; feasibility reports; endangered species assessments/ evaluations; technical review of reports; design analyses; value engineering; economic and financial analyses; design alternatives and analyses; plans, specifications and bidding documents for construction contracting; public involvement; support for comprehensive real estate assessments and real estate appraisal; cost estimating; engineering during construction; and environmental studies including monitoring and assessment of impacts. Individual task orders assigned under the contracts will identify specific requirements.

Recurring requirements come from a variety of sources for civil works projects and USACE operating project sites. In-house USACE design projects have frequently funded stand-alone A-E services for studies, planning, and specialties such as value engineering, which require services from a highly qualified A-E firm. The engineering and design services, including support during construction, are commonly sought for new facility design, repairs, and renovation of civil works projects and operating sites such as dams, navigation channels and locks, and waterways. The A-E design services frequently include survey, geotechnical, hazardous material identification, commissioning, and other specialty subconsultant support as part of the A-E team capabilities.

NWS task orders under the civil works services contract require specialized experience and expertise provided by licensed professional engineers, scientists, and other professionals.
