University Centers for Excellence in Developmental Disabilities Education, Research and Service Training and Assistive Technology Program Technical Assistance and Data Collection

Background
The Administration for Community Living (ACL), specifically the Administration on Disabilities (AoD), Office of Intellectual and Developmental Disabilities (OIDD), and Office of Interagency Innovation, is seeking to contract for a performance-based arrangement aimed at providing coordinated, comprehensive, and specialized training and technical assistance (T/TA) to the University Centers for Excellence in Developmental Disabilities Education, Research and Service (UCEDDs) and Assistive Technology Programs (AT Programs).

This initiative is rooted in the Developmental Disabilities Assistance and Bill of Rights Act of 2000, which emphasizes the importance of supporting individuals with developmental disabilities in achieving independence, productivity, integration, and inclusion within their communities.

Work Details
The contractor will provide T/TA to 67 UCEDDs and 56 AT Programs. Key tasks include:
1. Developing a strategic plan, logic model, and performance measurement matrix for T/TA delivery.
2. Conducting ongoing performance monitoring and reporting to identify emerging needs across the UCEDD network.
3. Establishing a Project Advisory Committee to guide T/TA priorities and strategies.
4. Designing a secure, real-time interactive T/TA Services Performance Dashboard for tracking service delivery metrics.
5. Implementing formative assessments to evaluate project activities and outcomes annually.
6. Ensuring compliance with privacy regulations when handling personal information related to individuals with disabilities.

Base Period: September 30, 2026 – September 29, 2027; Option Periods extend annually through September 29, 2031.

Bidders must demonstrate experience in providing T/TA services specific to developmental disabilities programs.
