The UFATS shall be new and unused (not a prototype) and constructed using cutting-edge technology. UFATS design specifications shall be based on Unit Under Test (UUT) requirements as noted in associated UUT Technical Orders (T.O.'s), which are listed in Appendix H. Any other provided documents/manuals associated with existing test equipment are for reference only. UFATS particulars are noted in the SOW.

This requirement does contain export control documents. Interested contractors requesting access for the controlled documents will need to submit the following:

  1. Signed Non-Disclosure Agreement (NDA)
  2. Current DD Form 2345 (Military Critical Technical Data Agreement)

Background
The Universal Fuel Accessories Test Stand (UFATS) is being procured by the Oklahoma City Air Logistics Center at Tinker Air Force Base, Oklahoma. The contract aims to provide a new and unused UFATS constructed with cutting-edge technology, designed based on Unit Under Test (UUT) requirements specified in associated Technical Orders.

The goal of this acquisition is to enhance testing capabilities for fuel accessories, ensuring compliance with military standards and operational readiness.

Work Details
The contractor is required to deliver the following items under the contract:
1. Integrated Master Schedule (IMS) and Design Plan - Quantity: 1 Each
2. Preliminary Design Review (PDR) and Test Parameter List - Quantity: 1 Each
3. Initial Design Review (IDR), Flow Chart Draft, and Calibration Procedure - Quantity: 1 Each
4. Critical Design Review (CDR), Final Draft Flow Chart, and Final Draft Calibration Procedure - Quantity: 1 Each
5. Factory Acceptance Test Report and Test Procedure Draft - Quantity: 1 Each
6. Installation - Quantity: 1 Each
7. Calibration, Correlation, and Training - Quantity: 1 Each
8. Final Acceptance - Quantity: 1 Each
9. Software Source Code and Extended Spare Kit - Quantity: 1 Each.

All items must adhere to the specifications outlined in the Statement of Work (SOW). The pricing arrangement for all items is firm fixed price.

Period of Performance
The delivery schedule extends up to 18 months from the date of award receipt.

Place of Performance
Deliveries will be made to Tinker Air Force Base, located at 9110 Turbine Drive, Tinker AFB, OK 73145-8834, United States.
