Amendment 001 was added on April 15, 2022 to incorporate the document 'Offeror Questions and Answers".

Amendment 002 was added on April 18, 2022 to incorporate the updated Attachment J-001 Requirements and Optional Functions Matrix into the solicitation. Requirements C.2.1.1, C.2.2.1.2, and C.2.2.1.3 have been updated to reflect clarification SaaS cybersecurity requirements.

Amendment 003 was added on April 19, 2022 to update Attachment J-003 Standard Operating Procedures For Cybersecurity and replace Section L.3.2 Phase I so that completed Phase I Volume Requirements and Optional Functions Matrix submissions are now due no later than 12:00 PM EDT on April 25, 2022. Background
The United States Senate Office of the Sergeant at Arms (SAA) requires a system solution for digital photo assets, e-commerce, order fulfilment, and printing functionality to support its Senate Photographic Services (SPS).
The SPS is responsible for capturing, producing, editing, maintaining, and printing the Senate’s photography-related needs, delivering digital and printed assets via an internal photo browser and digital asset management system.
The SPS seeks to replace its existing Photo Browser and Order Fulfilment System (PBS), first acquired in 2015, which integrates a DAM and order fulfilment system with a backend printing application.

Work Details
The Contractor shall design, deliver, implement, and support a fully integrated Digital Asset Management (DAM), e-commerce, order fulfilment, and printing system including:
- Provide software, hardware, technical services, and support for system design, delivery, and implementation.
- Data migration services to transition metadata, audit trails, and content with backup, in-migration, and out-migration plans and test environment validation.
- Development, review, and revision of an Implementation Plan with task priorities, schedule milestones, and SAA approval.
- System design and installation including configuration of all components, workflow diagrams, and licensing arrangements.
- Content Migration and Conversion Plan development and testing to prevent data loss or corruption.
- Weekly Status Reports identifying goals, accomplishments, action items, and risks.
- Comprehensive training of SAA staff during normal business hours, provision of hardcopy and electronic training materials, and transfer of data rights.
- Acceptance Testing under load with a 30-day test period, immediate remediation of failures, and replacement of defective components if needed.
- No-cost maintenance and support for the first year, including hardware and software maintenance, telephone/online support, on-site support (8:30 am–5:30 pm EST), and emergency support nights and weekends.
- Options for ongoing maintenance and technical support for up to five additional one-year periods, with pricing for license subscriptions, patches, upgrades, and updates.

Period of Performance
One-year base period commencing on the effective date of award, with options for five additional one-year renewal periods.

Place of Performance
At the Contractor’s site(s), United States Senate Office of the Sergeant at Arms facilities, and designated locations as specified in modification orders, primarily in Washington, DC.

Bidder Requirements
Offeror must designate key personnel, including a Project Manager, and obtain SAA approval for personnel changes. Contractor personnel must be U.S. citizens or otherwise eligible for U.S. Government employment, complete U.S. Capitol Police background checks and related forms (USCP Form CP-491, background information and non-disclosure certifications, proof of citizenship, fingerprinting) prior to unescorted access.
Offeror must comply with SAA Standard Operating Procedures for Information Security, maintain required insurance coverage (workers’ compensation, employer’s liability, general liability, automobile liability), and hold any perpetual software licenses executed with the SAA.
