The purpose of this requirement is to provide facility management services and facility investment services for facilities, including plumbing, heating, ventilation, and air-conditioning, electrical, and installed equipment and systems at USNO, Washington, District of Columbia (DC). More details can be found in the attached solicitation documents. Amendment 0001 - The purpose of this amendment is to include the missing attachment titled Past Performance Questionnaire. Amendment 0002 - The purpose of this amendment is to update the due date of the proposal to August 5th, 2025. Amendment 0003 - The purpose of this amendment is to provide information and documents for the upcoming site visit that will take place on July 22nd, 2025. Also included is the SF30 of Amendment 0002 that was not included in the last amendment. Amendment 0004 - The purpose of this amendment is to include questions and answers for the additional RFIs that originally closed on June 20th, include information from the Site Visit that took place on July 22nd, include updated versions of the PWS documents, and extend the proposal due date to August 12th, 2025. Amendment 0005 - The purpose of this amendment is to provide answers to questions that were received after the site visit that took place on July 22nd, 2025. Amendment 0006 - The purpose of this amendment is to correct an error that was caught in the ELINs file and provide a current, accurate version, along with the most current version of the Wage Determination. Due to these changes, the proposal due date has been extended to August 19th, 2025. If you have already submitted a proposal, please re-submit before the due date. Only the most current version of the proposal shall be reviewed. Amendment 0007 - The purpose of this administrative amendment is to correct a system error where, upon creation of the solicitation, the contract writing system changed the FAR Part 12 selection from YES to NO.

Background
The United States Naval Observatory (USNO) is issuing this requirement to provide facility management and investment services for various facilities, including plumbing, heating, ventilation, air-conditioning, electrical systems, and installed equipment at USNO in Washington, D.C.

The contract aims to support the Naval Facilities Engineering Systems Command (NAVFAC) in long-term monitoring and operation and maintenance of remedial action systems at Navy and Marine Corps Environmental Restoration sites. The focus is on environmental restoration while also addressing environmental compliance and natural resource restoration.

Work Details
The contract encompasses a range of tasks categorized as follows:
1. **Environmental Remediation and Compliance Services**: Implementing clean-up technologies and compliance strategies.
2. **Technical Consultation**: Providing support for projects and emerging concerns.
3. **Long-term Monitoring**: Conducting inspections, sampling, analysis, and ensuring effective land use controls.
4. **Site Operation and Maintenance (O&M)**: Operating innovative systems at sites including maintenance and monitoring.
