This is a Sources Sought Notice (SSN) / Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this SSN/RFI is to identify the availability and capability of all qualified sources to perform a potential requirement.
This SSN/RFI is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement, the method of acquisition, and gather information about the capabilities currently available in the industry. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. - Period of Performance: The period of performance shall be for a duration of up to 66 months that consists of a 12-month Base Period, four (4) 12-month option years, and the FAR 52.217-8 Option to Extend Services clause for a possible extension of up to six (6) months.
- Capability Statement / Information Sought:
Respondents shall:
A. Provide a capability statement that clearly describe your ability to provide the requirements specified in this notice.
B. Provide sufficient details of the respondent (a) staff expertise, including their availability, experience and formal and other training; b) current in-house capability and capacity to perform the work; c) prior completed projects of similar nature; d) corporate experience and management capability; and e) examples of prior completed Government contracts, references, and other related information.
C. Provide the respondent SAM UEI number, organization name, address, point of contract, and size and type of business e.g., 8(a), HubZone, etc. pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.
Also, respondents are encouraged to provide their opinions about the difficulty and/or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts.
11. Submission Instructions:
One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8.5 by 11 paper size, with 1 top, bottom, left, and right margins, and with single or double spacing.
The information submitted must be in outline format that addresses each of the elements of the project requirement and in the capability statement/information sought paragraphs stated herein. A cover page and an executive summary may be included but it is not required.
The response is limited to 10 pages. The 10-page limit does not include the cover page, executive summary, or references, if requested. The response page limit does not also include the questionnaire mentioned below in Item #15.
The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone, and e-mail addresses.

14. Pricing Schedule: In addition to a capability statement, all interested parties must complete the attached Pricing Schedule by the response deadline.
Provided estimated rates are for USMS market research only and definitive, proposed rates will be required for the potential solicitation published on SAM.gov.

16. Disclaimer and Important Notice:
This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purposed deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determinate the organization's qualifications to perform the work.
Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted The Government reserves the right to reject, in whole or in part, any organization's input resulting from this RFI.
After a review of the responses received, a presolicitation synopsis and solicitation may be published. However, responses to this notice and/or providing responses to the questionnaire will not be considered adequate responses to a solicitation.

Background
The U.S. Marshals Service (USMS) is a key component of the U.S. Department of Justice (DOJ) Asset Forfeiture Program, responsible for protecting and enforcing the American justice system.
The USMS plays a critical role in asset forfeiture, which disrupts illegal enterprises and restores property to victims. This contract aims to enhance the management and disposal of seized assets, including vessels, while ensuring compliance with various regulations.
Work Details
The contractor will provide a comprehensive range of services including relocation, custody, management, assessment, consultation, and disposal of vessels and related assets. Specific tasks include:
- Project oversight
- Consultation
- Travel and ground transportation
- Relocation preparation and logistics
- Sourcing supplies and subcontractor services
- Valuation/appraisal services
- Title and lien searches

Bidders must provide a capability statement detailing their expertise, experience, training, current capacity to perform work, prior completed projects of similar nature, corporate experience, management capability, examples of prior government contracts, references, organization name and address. They should also demonstrate established logistics partnerships for rapid response capabilities.
Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior USMS Asset Forfeiture Division (AFD) vessel services awards to National Maritime Services under contract 15M50021DA4400052, with a stated value of $46,650,843 (09/24/21–09/23/26) and additional related funding contracts in 2025–2026 totaling $1,633,737 and $561,227. The prior work includes mission-critical management of seized assets remanded to USMS custody under 28 CFR §0.111, covering comprehensive vessel services such as relocation, storage, maintenance, appraisal/valuation, intake and inspections, emergency repairs, compliance documentation, and disposal procedures. The current PWS for vessels and related services reflects a continuation of these same vessel custody and disposition functions with similar operational and compliance requirements.
