This posting is a Pre-solicitation Notice prepared per FAR 5.203, providing offerors advanced notice at least 15 days before formal RFP issuance. Only offerors registered and active in the Procurement Integrated Enterprise Environment (PIEE) will be eligible to access the solicitation, submit a proposal, and receive corresponding documents. The Naval Air Warfare Center Training Systems Division, Orlando, FL (NAWCTSD) has a requirement to modernize the United States Marine Corps (USMC) Marine Common Aircrew Trainer (MCAT), hereinafter referred to as MCAT MP. Only TSC IV IDIQ MAC prime contract holders that are small businesses should respond as the requirement has been determined to be a Small Business Set-Aside. NAWCTSD anticipates competing this requirement using best-value tradeoff source selection procedures. A firm-fixed-price delivery order is anticipated.

In this announcement, the Government is including its responses to Questions and Comments submitted during industry day held at MCAS Miramar on 12 Dec. 2023 and MCAS Camp Pendleton on 13 Dec. 2023 (Ref. Announcement Attachment: Industry Day Q&A 06 March 2024 V.1).

This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.

The Government is extending the industry feedback submission deadline. The Government will only consider questions and comments submitted using this announcement's Question and Answer (Q&A) form. TSC IV IDIQ MAC prime contract holders that are small businesses have until 29 December 2023 at 1630 EST to submit their questions and comments. The Government intends to post its answers to industry's questions and comments at a later date via SAM.gov.

This posting includes the MCAT Industry Day Slides from the Industry Day held at MCAS Miramar on 12 Dec. 2023 and MCAS Camp Pendleton on 13 Dec. 2023.

The Government is also allowing TSC IV IDIQ MAC prime contract holders that are small businesses the opportunity to submit questions and comments following the MCAT MP Industry Day. However, the Government only intends to answer questions and comments related to the MCAT MP Industry Day Slides, DRAFT Statement of Work (SOW), DRAFT CDRLs and Section B and F of the DRAFT RFP. It should be noted that all of these documents were provided (and are still able to be provided) following submission and approval of a Government Furnished Information Request Form. The Government will only consider questions and comments submitted using the Question and Answer (Q&A) form that is included within this announcement. TSC IV IDIQ MAC prime contract holders that are small businesses have until 27 December 2023 at 1630 EST to submit its questions and comments. The Government intends to post its answers to industry's questions and comments at a later date via SAM.gov.

The Naval Air Warfare Center Training Systems Division, Orlando, FL (NAWCTSD) will be conducting an Industry Information Exchange for the MCAT MP contract. The MCAT MP Industry information exchange will be held at MCAS Miramar on 12 Dec. 2023 and MCAS Camp Pendleton on 13 Dec. 2023.

The purpose of the information exchange is as follows:

  • Provide Industry an overview of MCAT MP program requirements
  • Provide Industry an opportunity to familiarize itself with existing operational MCAT training devices in various configurations
  • Provide Industry an opportunity to review MCAT draft requirements
  • Provides both Government and Industry an opportunity to exchange information prior to the formal RFP being issued
  • Provide Industry an opportunity to submit Questions/Comments

Note: This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government.

Background
The Naval Air Warfare Center Training Systems Division, Orlando, FL (NAWCTSD) will be conducting an Industry Information Exchange for the MCAT MP contract. The purpose of the information exchange is to provide an overview of MCAT MP program requirements, familiarize industry with existing operational MCAT training devices, review MCAT draft requirements, exchange information prior to the formal RFP being issued, and provide an opportunity for industry to submit questions/comments.

Work Details
NAWCTSD has a requirement for the technical upgrade including analysis, development, production, enhancement, upgrade, test, installation and delivery, documentation, operation, configuration management, and sustainment of the seven (7) USMC ATS MCAT trainers in order to upgrade and/or address gaps in capabilities for CH-53E, MV-22B, and UH-1Y enlisted aircrew (EAC) training. The effort includes technical upgrade of the currently fielded MCAT devices including upgrading computational subsystems to enable upgrade of the operating system from Red Hat Enterprise Linux (RHEL) 7 to the latest RHEL operating system based on delivery criteria. It also involves addressing obsolescence of subcomponents in the devices and upgrading the interoperability between the MCAT and pilot training devices such as UH-1Y FTD, CH-53E APT, and MV-22B CFTD. Other upgrades include instructor/operator system upgrades, emergency procedures functionality upgrades, weapons systems physical components upgrades, audio/aural cue system upgrades, synthetic environment upgrades among others.

Period of Performance
The Government anticipates awarding a 24-month firm-fixed price delivery order under the Training System Contract (TSC) IV to a single awardee.

The MCAT MP Industry information exchange will be held at MCAS Miramar on 12 Dec. 2023 and MCAS Camp Pendleton on 13 Dec. 2023.
