This posting includes the FINAL RFP and associated documents as attachments for the United States Marine Corps (MCAT) FY24 Modernization Program (MCAT MP) Delivery Order. TSC IV IDIQ MAC prime contract holders that are small businesses will be required to rerepresent as part of their delivery order proposal submission. The FINAL version of the Performance Specification (Section J, Attachment 2) and the Government Furnished Information (Section J, Attachment 3) for MCAT MP will be provided to authorized representatives upon completion, submission, and approval of the attached LA-2, GFI Request Form to Ms. Nicole Pinkney at nicole.s.pinkney.civ@us.navy.mil and Mr. David Friedland at david.b.friedland.civ@us.navy.mil. Questions regarding this solicitation shall be submitted in writing with the use of Attachment LA-1 (Question and Answer Form). Each question or comment should reference the applicable document, page number, and paragraph number. Do not include any proprietary information in your question, because the government will provide the question and answer to all potential offerors. All questions must be submitted for the solicitation no later than 9 April 2024 at 12:00 pm EDT to Ms. Nicole Pinkney, nicole.s.pinkney.civ@us.navy.mil and Mr. David Friedland at david.b.friedland.civ@us.navy.mil. All emails must include the solicitation number and company's name in the subject line of the email. The government is under no obligation to answer questions received after the above specified date but may answer the question if time permits.

Background
The solicitation is for the United States Marine Corps (USMC) Marine Common Aircrew Trainer (MCAT) FY24 Modernization Program. The final RFP and associated documents have been provided for small businesses holding the TSC IV IDIQ MAC prime contract. Questions regarding the solicitation should be submitted in writing by a specified date to designated government representatives.

Work Details
The contract includes the modernization of various MCAT devices located at different military bases. The specific products to be delivered include MCAT devices such as 2H166A-3, 2H166A-5, 2H166B-1, 2H166A-1, 2H166A-6, 2H166A-2, and 2H166A-4. The work involves performing a tech refresh to modernize each device, developing and delivering technical data in support of each contract line item, and providing contractor logistics support (CLS) for each device.
