Background
The United States Marine Corps (USMC) is seeking a Communication, Navigation, and Instrumentation (CNI) Maintenance Trainer for the CH-53K helicopter. The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, FL, is designated as the training system acquisition agent for PMA-261. The purpose of this Sources Sought Notice is to conduct market research to determine if other companies are capable of providing the required products and/or services in a competitive procurement.

Work Details
The contractor is required to design, fabricate, install, test, and deliver a CNI maintenance training device with the capability to perform Initial Built-In-Test (IBIT) Functional and troubleshooting tests of various aircraft systems and subsystems per the latest approved CH-53K Interactive Electronic Technical Manual (IETM). The device will be located at the Center for Naval Aviation Technical Training Marine Unit (CNATT MARU) facilities Building AS235 at the Marine Corps Air Station (MCAS) New River, Jacksonville, North Carolina.
The contractor must provide documentation on their firm’s experience in similar updates, capabilities, schedule, and cost/rough order of magnitude (ROM) to meet the requirements.

Period of Performance
The target contract award date is during the 1stQtrFY25, with delivery completion required by 25 September 2026.

Place of Performance
The preponderance of the effort can be completed at the contractor’s facility with installation, integration and final testing to be conducted at the trainer site. The anticipated allocation of work among the place of performance is: MCAS New River - 30% On-Site Government, 70% Off-Site Contractor.
