United States Marine Corps CH-53K Communication, Navigation, and Instrumentation Part Task Trainer (CNI PTT)   3

Background
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to award a Firm Fixed-Price sole source contract for the design, fabrication, installation, test and delivery of the Communication, Navigation and Instrumentation Maintenance Trainer (Device 11B112) and associated equipment and services to Sikorsky Aircraft Corporation. The anticipated statutory authority permitting Other Than Full and Open Competition is 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements because NAWCTSD does not currently possess the electrical or mechanical drawings and schematics of the CH-53K platform’s systems and subsystems.

Work Details
The contract includes the design, fabrication, integration, delivery, installation, and testing of the CH-53K CNI Trainer Device 11B112. It also involves delivering Technical Data and Administrative Information associated with the Contract Data Requirements List (CDRLs) described in the Statement of Work. Additionally, it covers Interim Contractor Support (ICS) responsibility for training devices/systems during the On-site ICS Phase for 9 months, as well as delivering Data and Administrative Information associated with the CDRLs.
Furthermore, it includes ordering, receiving, inspecting, storing, packaging, and delivering PIO spares.
Lastly, it involves preparing and presenting an Instructor/Operator training course on the complete functionality, utilization, and operation of the device as well as a Maintenance training course to train maintainers on corrective and preventative maintenance requirements of the device.

Period of Performance
The contract anticipates a target award date during the 3rd Qtr. FY23 and requires delivery to be completed by 31 December 2026.

Place of Performance
The preponderance of the effort can be completed at the contractor’s facility with installation, integration and final testing to be conducted at MCAS New River in Jacksonville, North Carolina.
