NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the United States Deorbit Vehicle procurement, solicitation number 80JSC023R0003. You are notified of the following:

1. Proposals are due no later than November 17, 2023, at 1:30 p.m. Central Time.

2. Past Performance is due no later than October 16, 2023, at 1:30 p.m. Central Time.

3. Questions regarding this solicitation are due to the Contracting Officer no later than October 11, 2023, at 1:30 p.m. Central Time.

4. The Technical Library for the Final RFP has been posted within the Attachment and Links section this notice. Offerors shall utilize the Final RFP Technical Library for the most updated version of all Technical Library documents. Instructions on how to obtain access to the Export Controlled portions of the technical library can be found at the bottom of this notice.

5. The Draft RFP Questions and Answers can be found in the Sam.gov posting titled 80JSC022ISSDeorbit .

6. A Virtual Pre-Proposal Conference for this solicitation is anticipated to be held on Tuesday, October 3, 2023, from 12:00 p.m. to 2:00 p.m. Central Time. Attendance at the pre-proposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission. Registration is required to attend the Conference. To RSVP, send an email to the USDV Contracting Officer, Ashley Chaves, at ashley.h.chaves@nasa.gov and cc' JSC-USDV@mail.nasa.gov no later than September 29, 2023, at 5:00 p.m. Central Time. The email must include the following:

Background
NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the United States Deorbit Vehicle procurement, solicitation number 80JSC023R0003. The primary objective of this contract is to procure a safe, reliable, and cost-effective deorbit vehicle to meet NASA’s International Space Station (ISS) end-of-life deorbit mission requirements. The contract includes a Single-award Hybrid Cost Plus Incentive Fee and Firm Fixed Price core with Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) task orders.

Work Details
The Contractor shall provide all services, facilities and resources necessary to furnish the Contract Line Item Numbers (CLINs) as outlined in the document. This includes completion of the design, development, test, evaluation, production, assembly, integration, acceptance, delivery, and sustaining of a USDV capable of free flight, rendezvous, and docking with the ISS. The USDV shall perform ISS attitude control, ISS translational maneuvers, and the final ISS orbit shaping and reentry burns. The Contractor shall also perform special studies and analyses, risk reduction activities, provide materials, and/or fabricate incidental hardware in support of this contract as required.
