Amendment 0001

The purpose of this amendment 0001 is to:

1) provide answers to questions. Review Attachment 5 - Answers to Questions which is attached hereto and incorporated herein. The answers have been updated. See question #10.

2) extend the proposal and sample due date. The proposal and sample due date is hereby extended to June 15, 2023, 4:30 PM.

This amendment supercedes all previous amendments. All other terms and conditions remain unchanged.

Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number for this requirement is 9531BM23Q0001. This solicitation is issued as a Request for Quotations (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.

This requirement is issued under full and open competition. The associated NAICS code is 315990, Apparel Accessories and Other Apparel Manufacturing . The small business size standard of this NAICS code is 600 employees.

Background
The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- highway, marine, railroad, pipeline, and hazmat -- and issuing safety recommendations aimed at preventing future accidents.

It is NTSB policy for all specified NTSB personnel to wear a uniform and appropriate personal protective equipment (PPE) when they are performing official duties during the on-scene investigation of transportation accidents. The uniform and PPE may also be worn in other related activities, such as reconstruction activities, teardown or examination activities at a plant, laboratory, conferences, or other similar activities.

Description of Requirement
The NTSB has a requirement for the purchase of:
Line Item Number 0001: Quantity: 1 Year, NTSB Uniforms and PPE. Period of Performance: BASE YEAR.
Line Item Number 0002: Quantity: 1 Year, NTSB Uniforms and PPE. Period of Performance: OPTION YEAR 1.
Line Item Number 0003: Quantity 1 Year, NTSB Uniforms and PPE. Period of Performance: OPTION YEAR 2.
Line Item Number 0004: Quantity 1 Year, NTSB Uniforms and PPE. Period of Performance: OPTION YEAR 3.

Line Item Number 0005: Quantity 1 Year, NTSB Uniforms and PPE. Period of Performance: OPTION YEAR 4.
Review Attachment 1 which is attached hereto and incorporated herein for a detailed description of the requirement.
Basis for Award
The NTSB solicits your quotation of brand name or equal to uniforms and PPE as described in the Statement of Work. This solicitation will result in the award of one firm fixed-price BPA to one (1) offeror for one 12-month base year and up to four 12-month option years for a total period of performance of up to five (5) years. Review Attachment 1 for additional information.
All responsible sources may submit a capability statement, quotation, or quotation, which shall be considered by the NTSB.
Review Attachments 1 Sections B, C, L, and M, Attachment 2 Price Schedule, Attachment 3 NTSB Seals and Logo and Attachment 4 Clauses and Provisions which are attached hereto and incorporated herein for additional information.

Submission of Quotations
Your quotation must be received no later than 4:30 p.m., Eastern Time (ET), on May 15, 2023. LATE QUOTATIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1 Instruction to Offerors Commercial Items.

The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date.
