UNICOR Elevator Modernization Project

Background
The Department of Justice (DOJ), Federal Prison Industries (FPI) UNICOR central office in Washington, DC has identified a need to modernize three passenger elevators and one freight elevator. This project aims to comply with new building codes by providing a separate entrance for the elevator motor room, which includes closing off the current entrance and constructing an outside entry door with stairs.

Work Details
The scope of work includes:
1. Modernization of three passenger traction elevator systems, replacing components such as overhead gearless AC machines, VVVF drives, controllers, isolation transformers, governors, safeties, oil buffers, roller guides, car and hoistway doors, car door sills, door operators, cab interiors, emergency communication systems, car and hall fixtures, and flooring.

2. Modernization of one service traction elevator system with similar replacements as above.

3. Removal and disposal of asbestos-containing materials and lead-based paint materials.

4. Repair of cracks and spalls in concrete and masonry.

5. Construction of a new exterior door opening in an exterior masonry wall.

6. Installation of a new exterior metal stair and landing on the existing roof.

7. New metal fabrications and pit ladders.

8. Patching fireproofing and providing firestopping for penetrations.

9. Installation of new metal doors and frames.

10. Interior finishes and signage updates.

11. Alterations to fire sprinkler systems.

12. Installation of new elevator sump pumps and VRF HVAC systems for equipment rooms.

13. Electrical and lighting alterations along with fire alarm system modifications.

Period of Performance
The contract period is 370 calendar days from the date of award.

Place of Performance
Work will be performed at the UNICOR Central Office located at 400 1st St NW, Washington, DC 20534.

Bidder Requirements
Bidders must meet the following requirements:
- The opportunity is set aside for 8(a) Small Business concerns.
- Contractors must provide performance and payment bonds within 10 calendar days after award.
- Contractors must hold active licenses to perform work in Washington, DC.
- A mandatory site visit is required prior to bidding; attendance by up to two representatives per company is allowed.
