Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; the solicitation number for this procurement is W50S7X-25-Q-0008 and is issued as a Request for Quotation (RFQ). This is a Request for Quotation (RFQ) and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, Dated 01/17/2025.

The NAICS is 333415 Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing and Product Service Code (PSC) of 4120. The Small Business Size Standard for this NAICS code is 1250 Employees. This acquisition shall be available as a Small Business (SB) set aside.

FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION. NO CONTRACT AWARD WILL BE MADE UNTIL APPROPRIATED FUNDS ARE MADE AVAILABLE.

Award will be made to the responsible contractor considering price and technical proposal for a complete working portable 100-ton Chiller.

Quotes must include a technical proposal indicating how you intend to meet all the requirements from the Salient Characteristic. This proposal is to include, but not limited to: specification sheets, photos, warranties or any pertinent information that will allow the government to evaluate the item/s you have proposed. Quotes received that do not have an adequate proposal will not be considered for award.

Quotes shall be provided on an attached bid sheet, signed, dated and submitted by 23 April 2025, 1:00 PM CST to both point of contacts listed below. The Offeror is responsible for ensuring the quote is received by the Government by the due date and time specified above. Failure to send quotes to both POCs or verify receipt of the quote may result in not being considered for award.

Background
This solicitation is issued by the United States Air Force for the procurement of a Portable 100-ton Chiller Unit with Pump Package. The goal of this contract is to acquire a high-performance air-cooled chiller that meets specific technical requirements. - Startup included by manufacturer
- 60 hertz; 460 volt 3 phases
- High efficiency/performance
- Full factory refrigerant charge
- Provided freeze protection (External T-STAT control)
- Refrigerant isolation valves (discharge valve)
- UL listed to US and Canadian safety standard
- ASHRAE 90.1 compliant
- AHRI certified Standard cooling (42 to 65F)
- Grooved pipe connection
- Factory insulation - all cold parts
- High ambient kit (up to 125F)
- Low ambient kit (down to 0F)
- Low leaving fluid temperature option of +10F
- Single point power connection and terminal block connection for incoming lines
- Enclosure type UL 1995 rated for outdoor applications
- Water strainer factory installed
- Dual circuit machine for staging and efficiency with scroll compressors for dynamic staging control and energy conservation. Additionally, the unit must include temperature and pressure gauges, standalone DDC temperature controls, chilled water barrel heaters for freeze protection, and various safety features including phase monitors and common trouble alarm terminals. The pump must be rated at 300 GPM @ 100 foot/head, mounted on the chiller skid, integrated into interconnecting piping, and include necessary electrical components such as starters and overloads.
