Background
This solicitation is issued by the United States Navy for commercial diving services to perform an Underwater Inspection in Lieu of Dry-docking (UWILD) of the USNS SACAGAWEA, a vessel stationed in Guam.

Work Details
The contractor shall provide diving services to conduct an Underwater Inspection in Lieu of Dry-docking (UWILD) for the USNS SACAGAWEA.
The work includes:
1. Conducting a thorough underwater inspection as an alternative to dry-docking, utilizing NAVSEA drawings and guidance.
2. Coordinating with ship’s force for equipment lockout/tagout procedures during inspection.
3. Holding a Pre-Survey Planning Meeting with key personnel including the vessel’s Master, Chief Engineer, and ABS Surveyor to discuss the vessel's condition and any maintenance issues.
4. Ensuring all safety protocols are followed, particularly regarding high voltage areas on the vessel.
5. Providing documentation and reports as required by the Performance Work Statement (PWS).

The contract performance period is scheduled from November 16, 2026, to November 26, 2026.

Bidder Requirements
Bidders must have approval from ABS to conduct underwater inspections in accordance with ABS Rules for Survey After Construction.
Additionally, bidders must provide a signed letter of qualification and proof of being an ABS recognized External Specialist for conducting In-Water Surveys.
Offerors must also submit recent and relevant past performance information for contracts performed within the last three years that demonstrate their ability to meet the requirements outlined in this solicitation.
