Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This combined synopsis constitutes a solicitation and incorporates provisions and clauses in effect through federal acquisition circular 2024-02.

This acquisition is set aside 100% for small businesses, the NAICS code is 336611 and the size standard is 1,300.

The contract type will be a firm fixed-price purchase order. The evaluation process will be Lowest Price Technically Acceptable.

The United States Coast Guard (USCG) has a requirement for periodic underwater hull cleaning and inspection services for two 87' patrol boats homeported in Kings Bay, GA.

For the Solicitation Package, please download/print the attachments which consists of the SOW, Service Contract Act Wage Determination, SF-1449, and Provisions and Clause. Please read the solicitation package carefully. Please include a detailed breakdown of estimated labor and materials costs, and ensure that your UEI number and Tax ID number are clearly marked.

All quotes must be submitted via email to Adam.S.Hitchcox@uscg.mil by 5:00PM EST on April 30, 2025.

Telephone and mail requests of quotes, will not be accepted, a formal notice of changes (if applicable) will be issued in Sam.Gov.

The Government intends to award the contract in its entirety to a single contractor on an all-or-nothing basis to the responsible offeror whose offer is the lowest price technically acceptable (LPTA) and most advantageous to the Government The evaluation and award procedures in FAR 13.106 apply.

The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.

Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

Background
The United States Coast Guard (USCG) has a requirement for periodic underwater hull cleaning and inspection services for two 87-foot patrol boats, USCGC SEA DEVIL (WPB-87368) and USCGC SEA FOX (WPB-87374), which are homeported at the Maritime Force Protection Unit in Kings Bay, GA.

This acquisition is set aside 100% for small businesses, with the goal of ensuring optimal performance and mission readiness of the vessels by mitigating marine growth that adversely impacts their performance.

Work Details
The contractor shall provide periodic underwater hull cleaning and inspections for the two patrol boats, with up to 28 cleanings scheduled from May 15, 2025, to May 14, 2026.

The specific tasks include:
1. Dive Operations Plan: Completion of a dive operations plan including dive plan, safety manuals, certifications, and emergency management plans.
2. Clean Underwater Hull: Cleaning using bristle brushes suitable for hull coatings; cleaning of sea chest gratings, seawater discharge points, running gear, and propeller polishing.
3. Hull Inspection: Video inspection of running gear and hull penetrations; submission of inspection reports within five business days post-cleaning.
4. Base Access: Contractors must acquire security clearance to access the base and complete necessary forms for entry. The contractor must ensure all personnel are qualified and maintain compliance with security regulations throughout the contract period.

Base Year: May 15, 2025 – May 14, 2026; Option Year 1: May 15, 2026 – May 14, 2027.
