Description

1. This pre-solicitation notice is prepared in accordance with FAR 5.2. Proposals are not being requested at this time. A solicitation will be issued (see #11 below). This pre-solicitation notice shall remain posted until the formal solicitation is issued.

2. The purpose of this pre-solicitation notice is to is to provide notice to prospective Offerors that the Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) intends to award an Indefinite-Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) to enable the Government to procure supplies and services required to design, develop, fabricate, integrate, test, evaluate, document, and deliver rapid prototype material solutions in support of the Undersea Weapons and Undersea Defensive (UW/UD) Family of Systems (FoS) as described in the DRAFT Statement of Work. This requirement also includes low-rate initial production and full-rate production of hardware and equipment.

The contract scope is for twelve (12) functional areas across all variants of UW/UD systems and enabling system. The twelve (12) functional areas are: Payloads; Hull and Structure; Propulsion; Energy Storage and Conversion; Electrical Power; Software; Non-Payload Sensors; Guidance and Control Systems; Launch Platform Interface; Ancillary Equipment; Modeling and Simulation; and Data Analytics.

The resultant contract(s) will contain provisions for delivery and task orders to be awarded on a Firm-Fixed-Price (FFP) or Cost-Plus-Fixed-Fee (CPFF) basis as determined by the Government. The MAC will have an ordering period from date of contract award through sixty (60) months after date of award.

3. This requirement is a follow-on multiple-award contract to the UW/UD FoS MAC (individual contracts N66604-20-D-E001 through N66604-20-D-E017), which was awarded to seventeen (17) contractors on 20 April 2020.

4. The procurement for the planned MAC will be executed under full and open competition. Offerors will be able to propose on one or more of the functional areas identified in the Statement of Work. Awarded contracts will cite the functional area(s) for which each Offeror is eligible. Offerors that do not propose in a functional area, or those that are not awarded a functional area proposed to, will not be eligible to propose for any delivery or task orders in that functional area. Subcontractor teaming will be encouraged pre-award and post-award.

5. After MAC award, all subsequent delivery and task orders will be competed among award holders that have been awarded the functional area (or areas) applicable to each requirement in accordance with FAR 16.505, unless one of the exceptions to fair opportunity at FAR 16.505(b)(2)(i) applies.

6. Offerors, including small and nontraditional businesses, are encouraged to propose to one, several, or all of the functional areas listed in the solicitation. Delivery and task orders issued may include a variety of tasking which will range in scale from small to large, and small business set-aside competitions at the order level may be possible.

7. No award will be made to any Offeror which does not possess the following: 1) a facility security clearance issued by the Defense Security Service at the level of at least SECRET and 2) safeguarding capabilities at the SECRET level, as specified in the DD Form 254. The draft DD Form 254 will be provided with the solicitation.

8. The cumulative total of all Orders issued under the IDIQ MAC among all MAC holders will not exceed the total contract amount of $245,930,469, and the level of effort for the services tasking will not exceed 541,400 labor hours.

9. Guaranteed Contract Amount: The Government's minimum obligation will be satisfied with an initial $2,500 Firm-Fixed-Price Order to attend a Post Award Conference.

10. The applicable North American Industry Classification System (NAICS) Code for this requirement is 32994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing, with a size standard of 1,000 employees.

11. The DRAFT Statement of Work is provided for advanced planning. This pre-solicitation notice and DRAFT Statement of Work does not constitute a formal solicitation or an Invitation for Bid, nor will this issuance restrict the Government as to its ultimate acquisition approach. There is no final solicitation available at this time. The Government will neither award a contract solely on the basis of referenced draft documents, nor pay for any information that is submitted by respondents.

12. The Government plans to release the solicitation on the www.sam.gov website on or around Wednesday, 12 April 2023.

13. Controlled Unclassified Information (CUI) Applicable Documents will be available upon request. To request Distribution D documents, Offerors must be registered in the Joint Certification Program (JCP). All requests for documents must be submitted either in SAM by vendor's JCP Point of Contact (POC), or via email, by the same, to the Primary Point of Contact as listed in this solicitation. Emailed requests must be sent from vendor's JCP Point of Contact (POC) (individual listed in the JCP site is the only one authorized to receive the documents), and should include:

1. Pre-Solicitation Notice ID

2. Company name and address

3. Company CAGE code.

Once the vendor's JCP POC is verified in JCP, documents will either be unlocked for access in SAM, or will be sent to the vendor's JCP POC via DOD SAFE, as applicable.
