The U.S. Navy's Undersea Warfighting Development Center Detachment Arctic Submarine Laboratory (UWDC Arctic Submarine Laboratory) is seeking proposals from qualified contractors to provide air charter services to support Arctic operations for ICEX 2026. This amendment is specifically seeking vendors to fulfill the requirements outlined under CLINs 0003 and 0004. Vendors are encouraged to submit proposals for one or both requirements. Proposals may include the use of a single aircraft or multiple aircraft, provided that the proposed aircraft meet all requirements as specified in the Performance Work Statement (PWS) and the solicitation.

Given the niche nature of the requirement, vendors are also encouraged to propose aircraft that may not fully meet the requirements but are close to the specifications outlined. Such aircraft will be considered for evaluation as part of the effort to identify all viable options. All available aircraft that satisfy or closely align with the requirements are eligible for consideration.

Additionally, vendors may choose to submit proposals solely for passenger or cargo requirements, depending on their capabilities.

Please note that all proposals, regardless of the aircraft proposed or the scope of the submission, will be subject to the same evaluation criteria as outlined in the solicitation. Vendors are advised to ensure their proposals address all evaluation factors to the fullest extent possible.

Background
The U.S. Navy's Undersea Warfighting Development Center Detachment Arctic Submarine Laboratory (UWDC Arctic Submarine Laboratory) is seeking proposals from qualified contractors to provide air charter services to support Arctic operations for ICEX 2026.

The goal of this contract is to ensure effective air transportation for personnel and cargo during the operation, which includes four distinct Contract Line-Item Numbers (CLINs) with specific requirements outlined in the Performance Work Statement (PWS). The contracts will be awarded based on a best value determination, considering technical capability, past performance, and price.

Work Details
The contractor shall provide air charter services as described in the attached PWS. The specific requirements include:
1. Ski-Wheel Equipped Aircraft #1 (Pioneering Landings, General Purpose) - CLIN 0001
2. Ski-Wheel Equipped Aircraft #2 (Pioneering Landings, General Purpose) - CLIN 0002
3. Rear Loading Aircraft (Personnel and Cargo) - CLIN 0003
4. Rotary Wing Aircraft (Personnel and Cargo, 2 Aircraft) - CLIN 0004

Offerors may propose to meet one or more aircraft requirements specified in the PWS. Contracts will be contingent upon air operators receiving DoD Commercial Airlift Review Board (CARB) approval. Proposals must include detailed technical descriptions of the air charter services offered, including aircraft specifications, payload capabilities, pilot qualifications with experience in ice landings, past performance in Arctic operations, and backup aircraft capabilities.

Period of Performance
The overall period of performance for this contract is from February 19, 2026, to March 25, 2026.

Place of Performance
The contract will be performed in Arctic regions as specified in the Performance Work Statement.
