Undergraduate Jet Training System (UJTS) Request for Information

Background
This Request for Information (RFI) Serial Number 23-0002_UJTS dated 17 August 2023 is a continuation of market research in support of the Navy's Undergraduate Jet Training System (UJTS) program. It references prior RFIs under 23-0001 (23 Jan 2023), 20-0001 (28 Jul 2020), and a 2018 market survey under N6134018R0066.
This RFI is for information gathering and internal planning only and does not constitute an invitation for bid, request for proposal, or promise to award a contract.

Work Details
The Navy plans to acquire an integrated Undergraduate Jet Training System comprising four Engineering and Manufacturing Development (EMD) aircraft and a minimum of 145 production aircraft, plus associated ground-based training system (GBTS). Respondents shall assume no Government Furnished Equipment (GFE) for both EMD and production phases.
For EMD aircraft, deliver as close to final configuration as possible for DT/OT, include an actual radar, two-hand Hands On Throttle And Stick (HOTAS) controllers, speed brake functionality, and no ordnance/simulated weapons for the Familiarization Flight (Scenario 1) or Formation Flight (Scenario 3). Field Carrier Landing Practice (FCLP) may be flown with any stores configuration per Appendix A load-out table; all mission profiles include an FCLP approach.
Include logistics tasks such as maintenance task development, technical publications, facilities planning, courseware development, and Peculiar Support Equipment (PSE) assumptions. Contractor-led flight testing at the contractor's facility; Government-led developmental and operational testing at USN facilities.

Period of Performance
Assume FY26 contract award for the EMD phase; program remains in acquisition planning with no firm timeline for RFP release.

Place of Performance
Contractor facility for contractor-led flight testing; U.S. Navy facilities for Government-led developmental and operational testing.

Bidder Requirements
Respondents must submit Rough Order of Magnitude (ROM) pricing and schedule estimates per RFI section 2.3, excluding USN Developmental and Operational Test support costs. Include all major technical inputs and assumptions used to develop ROM, including logistics and training device assumptions. Assume no GFE is provided and no ordnance/simulated weapons for Scenarios 1 and 3.
Provide duration assumptions for DT/OT testing. Industry may present both single- and multi-year procurement pricing. Include assumptions regarding test aircraft instrumentation and configuration.
