Bradley Fighting Vehicle System Under-Belly Interim Solution (UBIS)

Description of Intent:

The U.S. Army, PM, Mounted Armored Vehicles (MAV) is conducting a Request for Information to assess the market on providing specific requirements in Section L&M.

Please reference the attachment to this RFI for Sections L&M.

Instructions for responding to this request:

Responses shall be submitted to the POC of this action, Matthew Kainz via an email response with the subject heading as Bradley Fighting Vehicle System Under-Belly Interim Solution to matthew.j.kainz.civ@mail.mil. Responses shall be submitted no later than 08 March 2021.

Questions:

  1. Will offerors be able to provide the manufacturers specification sheet and a purchasing/rental agreement IAW sections L.5.7, L.5.7.1 and M.1.2 for the 2,000 Ton Press?
    1. If not, what document would you be able to provide to prove your access to a 2,000 Ton Press?
  2. Is there any other input on Sections L&M?

Background
The U.S. Army, PM, Mounted Armored Vehicles (MAV) is conducting a Request for Information to assess the market on providing specific requirements in Section L&M.

Work Details
What specific type of 2,000 ton press is the USG requesting for this program? (i.e. brake press, stamping press, compression molding press, etc.). -Plate forming Press
What is the specific need for this 2,000 ton press in the production process of the UBIS kits?(i.e. approximate size of component requiring this type of press). - Material size: 140" long, 1.2" thick -Material type: MIL-DTL-12560, class 4A -Press tonnage of 2000 tons minimum Reference L.4.1 Volume I: Past Performance Factor. Is willing to accept OTA topic awards as past performance? -Yes, if there is a SOW tied to an agreement that says they are tasked with performing that work for a customer, the USG would consider it.
Will this be a FFP or CPFF contract? -This will be a FFP contract
Will there be established quantities for quoting or a ceiling to quote to with established price break quantities? We recommend established quantities in order to deliver the best value to customer and reduce the risk built into the cost of ambiguous quantities. -Yes, 300 kit base quantity with an option for 300 additional kits. However, the option may be exercised incrementally.
Will delivery occur within CONUS or will the contractor be required to deliver to OCONUS locations? -CONUS
Is the GOV willing and able to register this contract with the Department of State to reduce import/export fees? -The will consider the request, and if the agency determines to register the contract that will be stated in the solicitation.
What quality requirements should we anticipate? -See section 2.4 of the solicitation.
