Description

The Department of Veterans Affairs National Cemetery Administration has a requirement for the National Memorial Cemetery of the Pacific (NMCP). The intent of this requirement is to ensure the delivery of professional and polite unarmed security guard services at the National Memorial Cemetery of the Pacific in Honolulu, HI. These guards must adhere strictly to the Statement of Work, technical specifications, and all contractual terms and conditions.

This is an all-inclusive contract, Contractor will manage and provide all necessary supervision, labor force, equipment, and supplies required for unarmed security guard services within federal property boundaries as described here. All work must comply with federal, state, county laws and codes alongside standard industry practices.

BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 13 procedures. The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose proposed price does not exceed the amount of funding available for the procurement, whose proposed price is found to be reasonable, and whose proposal is found to be acceptable when considering the non-price evaluation factor described below. The general standards
of responsibility found at FAR 9.104-1, apply to this procurement. Offerors who fail to meet any standard of responsibility will not be eligible to receive contract award.

Background
The Department of Veterans Affairs National Cemetery Administration is responsible for providing dignified burial and memorial services to Veterans. The National Memorial Cemetery of the Pacific (NMCP), established in 1949, spans 111.5 acres and serves as a national shrine with over 1,400 burials annually among approximately 65,000 interred decedents.

The goal of this contract is to deliver professional and polite unarmed security guard services at NMCP in Honolulu, HI, ensuring compliance with the Statement of Work and all contractual terms.

Work Details
The contractor will manage and provide all necessary supervision, labor force, equipment, and supplies required for unarmed security guard services within federal property boundaries. Services must comply with federal, state, county laws, and standard industry practices.

The contractor must supply a minimum of one unarmed security guard and one vehicle patrol continuously every day, including federal holidays. Guards are tasked with monitoring assigned areas for safety hazards or unlawful activities, adhering to post orders, managing traffic when necessary, maintaining communication with local authorities during emergencies, managing lost and found items, monitoring alarm notifications, enforcing designated smoking areas, and generating daily activity reports.

Guards must maintain professionalism in appearance and conduct at all times.

The contract will be performed from July 1, 2025 to June 30, 2030 with multiple option years.
