The primary purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide transportation and ancillary services for unaccompanied children (UC) and family units (FAMU) to Immigration and Customs Enforcement (ICE) 24 hours a day, seven (7) days per week, and 365 calendar days per year in associated task orders.

If prospective offerors are interested in receiving copies of current ICE policy, directives, and guides referenced within the PWS, you are instructed to complete RFP ONLY - Attachment 02 - Non-Disclosure Agreement and submit it to oaqdcrne@ice.dhs.gov for each requested employee that requires access to the information.

Background
The primary purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide transportation and ancillary services for unaccompanied children (UC) and family units (FAMU) to Immigration and Customs Enforcement (ICE) 24 hours a day, seven (7) days per week, and 365 calendar days per year in associated task orders. The solicitation is associated with synopsis/draft-soicitation - 70CDCR23R00000006.

Work Details
The contract requires the provision of unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for unaccompanied children (UC), ranging from infants to 17 years of age, and family units (FAMUs), seven (7) days a week, 365 days a year.
The contract type shall be established at the task order (TO) level with resultant TOs being Firm Fixed Price, Labor Hour, or a hybrid of both contract types pursuant to 16.505. The IDIQ will establish a ceiling rate for all positions which cannot be exceeded at the TO level. The minimum and maximum quantity of services to be acquired under this contract are $25,000.00 and $1,805,318,915.35 respectively during the period of performance of the IDIQ Contract. Funds for the services provided will be obligated at the TO level as the requirement arises.

Period of Performance
The period of performance of this IDIQ is comprised of a five-year base ordering period inclusive of a 90-day transition period. Task Orders may be issued at any time during the contract performance with the period of performance anticipated to be for 12 months but may be shorter.

Place of Performance
The geographic locations where transportation may take place include McAllen, Texas; San Antonio, Texas; El Paso, Texas; and Phoenix, Arizona.
